Quality Control Order on Electrodes in India-DPIIT

 

The Department for Promotion of Industry and Internal Trade (DPIIT) has issued a notification, S.O. 3153(E), on 17th July 2023, regarding the mandatory standard mark for welding rods and electrodes.

This notification introduces The Welding Rods and Electrodes (Quality Control) Order, 2023, which will take effect six months from the date of publication. However, for Small Enterprises, as defined under The Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will come into force nine months from the date of publication. Similarly, for Micro Enterprises under the same act, the order will take effect twelve months from the date of publication.

According to the order, the specified goods or articles mentioned in column (1) of the Table must conform to the corresponding Indian Standard specified in column (2) of the same table. They must also bear the Standard Mark obtained through a license from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, the order does not apply to domestically manufactured goods or articles intended for export. Additionally, it does not apply to goods or articles produced domestically by an enterprise registered under the “Udyam portal” of the Ministry of Micro, Small and Medium Enterprises, provided that the investment in plant and machinery or equipment at original cost does not exceed twenty-five lakh rupees and the turnover does not exceed two crore rupees for the previous financial year, as certified by a Chartered Accountant.

The Bureau will serve as the certifying and enforcing authority for the goods or articles mentioned in column (1) of the Table.

Any individual who violates the provisions of this order will be subject to punishment under the provisions of the Bureau of Indian Standards Act, 2016.
