MNRE Extends Self-Certification Period for >100 kW SPV Inverters Under QCO, 2017 Until December 2025

The Ministry of New and Renewable Energy (MNRE) has issued a notification—S.O. 526(E) dated 27th January 2025—further extending the implementation deadline of the Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 (QCO 2017) for solar photovoltaic (SPV) inverters with capacities above 100 kW.

Background

  • The QCO 2017 originally came into effect from 5th September 2018, mandating compulsory registration of six SPV products.
  • Self-certification for SPV inverters exceeding 100 kW (items 4-5) was initially extended until 31st December 2024 through a previous notification (S.O. 5475(E), dated 28.12.2023).

Extended Deadline:

The MNRE has now extended the self-certification timeline to:

  • 31st December 2025 or
  • Until further orders, whichever is earlier

This decision ensures continued flexibility for manufacturers dealing with higher capacity SPV inverters (above 100 kW).

Conditions for Extension:

To qualify for the extension, manufacturers must ensure:

  • Valid IEC certifications for the applicable Indian Standards:
    • Item No. 4: IS 16221 (Part 2):2015 / IEC 62109-2:2011
    • Item No. 5: IS 16169:2014 / IEC 62116:2008
  • Test reports from accredited laboratories as specified in the 2017 QCO
