DPIIT Closes NSWS Portal for IFLDP Applications Except IDLS Sub-Scheme

The Ministry of Commerce & Industry, through its Department for Promotion of Industry and Internal Trade (DPIIT), has officially announced the closure of the National Single Window System (NSWS) portal for submitting applications under the Indian Footwear and Leather Development Programme (IFLDP) 2021–26. This decision, effective from 25th June 2025, applies to all sub-schemes except the Integrated Development of Leather Sector (IDLS).

Background of IFLDP

The Indian Footwear and Leather Development Programme (IFLDP) was approved by the Central Government with a total outlay of ₹1700 crore and is valid until 31st March 2026, or until further review. The scheme comprises six sub-schemes aimed at boosting the leather and footwear industry:

  1. Integrated Development of Leather Sector (IDLS)
  2. Mega Leather Footwear and Accessories Cluster Development (MLFACD)
  3. Sustainable Technology and Environmental Protection (STEP)
  4. Establishment of Institutional Facilities (RTF)
  5. Development of Design Studios
  6. Brand Promotion of Indian Brands

NSWS Portal Closure Notification

As per the official notice dated 25th June 2025:

  • The NSWS portal stands closed with immediate effect for all IFLDP sub-schemes except IDLS.
  • For the IDLS sub-scheme, a 15-day grace period is allowed for final submissions.
  • The portal for IDLS will be closed on 10th July 2025.

Key Clarification for Applicants

  • Mere submission of an application does not guarantee financial assistance.
  • All applications are subject to:
    • Technical appraisal by Project Implementation Units (PIUs)
    • Final approval by the Steering Committee

Applicants are advised to ensure accuracy and completeness of submissions to improve the chances of recommendation and approval.

What This Means for Stakeholders

  • Applicants under the IDLS component still have time to complete their documentation and upload applications until 10th July 2025.
  • New applications for all other IFLDP components (e.g., STEP, MLFACD, Design Studios) will not be entertained henceforth.
  • The decision is in response to the limited availability of funds and the approaching end of the scheme’s validity on 31st March 2026.
