Govt. of India Extends ADD on Fluoroelastomers (FKM) Imports from China
In a significant development, the Government of India has announced the extension of anti-dumping duties on imports of “Fluoroelastomers (FKM)” originating from or exported by China PR. This decision, formalized through Notification No. 29/2025-Customs (ADD) dated 19th August 2025, aims to safeguard domestic industries from unfair trade practices and ensure a level playing field.
Background of the Anti-Dumping Duty
Anti-dumping duties are imposed to counteract the adverse effects of dumped imports, which are sold at prices lower than their normal value, causing injury to the domestic industry. In this case, the anti-dumping duty on Fluoroelastomers (FKM) was initially imposed via Notification No. 40/2020-Customs (ADD) dated 27th November 2020. These duties were set to expire but have now been extended following a review initiated by the Directorate General of Trade Remedies (DGTR) on 16th June 2025.

- Extension of Duty: The anti-dumping duty on Fluoroelastomers (FKM) will remain in force until 26th February 2026, unless revoked, superseded, or amended earlier.
- Tariff Items Covered: The duty applies to imports falling under tariff items 3904 50 90, 3904 69 10, 3904 69 90, and 3904 90 90 of the First Schedule to the Customs Tariff Act, 1975.
- Objective: The extension aims to prevent injury to the domestic industry caused by dumped imports from China PR.
