Strengthening India’s Logistics Framework to Support Exporters Amid Global Disruptions
Global logistics disruptions have posed significant challenges for exporters, including delays, increased costs, and supply chain bottlenecks. In response, the Government of India has introduced a robust framework to enhance logistics infrastructure, streamline procedures, and boost export efficiency. These initiatives aim to empower MSMEs, first-time exporters, and traditional industries, ensuring India’s competitiveness in global trade.
Key Initiatives to Support Exporters
1. Export Promotion Mission (EPM)
The Export Promotion Mission, announced in the Union Budget 2025-26, is a flagship initiative designed to strengthen India’s export competitiveness. With an outlay of ₹25,060 crore for FY 2025-26 to FY 2030-31, EPM provides a comprehensive, digitally driven framework for export promotion. It consolidates fragmented schemes into a single, adaptive mechanism to address global trade challenges effectively.
2. Credit Guarantee Scheme for Exporters (CGSE)
To ensure liquidity and smooth operations for exporters, the CGSE offers 100% credit guarantee coverage for additional credit facilities up to ₹20,000 crore. This initiative particularly benefits MSMEs, reinforcing India’s vision of Aatmanirbhar Bharat.
3. Bharat Trade Net (BTN)
BTN, a digital public infrastructure, aims to digitize trade documents, reduce compliance burdens, and integrate India’s trade ecosystem with global standards. By digitizing 30 key trade documents, BTN facilitates faster, secure transactions, reduces costs, and enhances MSME competitiveness.
4. Grassroots Programs
Programs like Districts as Export Hubs (DEH) and E-Commerce Export Hubs (ECEHs) enable MSMEs, start-ups, and artisans to access international markets with simplified export processes and lower costs.
5. National Logistics Policy and PM Gati Shakti
These initiatives focus on strengthening multimodal connectivity and reducing logistics costs, directly benefiting MSME exporters by easing supply chain bottlenecks.
6. Support for Traditional Industries
The Government is actively promoting value-added exports of traditional products such as spices, coir, and handlooms. Schemes like SPICED, Coir Vikas Yojana (CVY), and SFURTI provide financial assistance for technology adoption, quality certification, and market development.
Empowering MSMEs and First-Time Exporters
The Government has introduced several measures to support MSMEs and first-time exporters:
- International Cooperation Scheme: Financial assistance for participation in international exhibitions, buyer-seller meets, and technology upgradation.
- Export Credit Guarantee Corporation (ECGC) Initiatives: Collateral-free export credit, enhanced insurance cover, and simplified claim settlement procedures.
- Capacity Building of First-Time MSE Exporters (CBFTE): Refund of export insurance premiums and targeted outreach programs.
Promoting Market Diversification
To reduce dependence on restrictive markets, the Government is actively promoting exports to emerging markets like Africa and Latin America. Upgraded country ratings and reduced insurance costs encourage Indian exporters to explore new opportunities.
