The Ministry of Environment, Forest, and Climate Change (MoEF&CC) has taken a significant step towards enhancing environmental governance by expanding the scope of the PARIVESH portal. As part of the Digital India initiative, the upgraded PARIVESH portal now includes a dedicated module for the online submission and processing of Certified Compliance Reports (CCR). This development aims to simplify and streamline the process for Project Proponents (PPs) seeking Environmental Clearance (EC) for expansion projects.
What is the PARIVESH Portal?
Launched in August 2018, the PARIVESH portal (Pro-Active and Responsive facilitation by Interactive, Virtuous, and Environmental Single Window Hub) serves as a one-stop solution for managing environmental clearances and monitoring mechanisms. The upgraded version of the portal now includes a dedicated module for CCR submission, making the process more efficient and transparent.
Why is the CCR Important?
Under the Environmental Impact Assessment (EIA) Notification, 2006, and its subsequent amendments, Project Proponents are required to obtain Certified Compliance Reports (CCR) from Regional Offices (ROs) to demonstrate compliance with the conditions stipulated in their existing ECs. These reports are essential for obtaining ECs for expansion projects. The new module in the PARIVESH portal allows PPs to submit CCR requests online, while ROs can process and issue CCRs digitally.
Key Features of the Upgraded PARIVESH Portal
- Single Window Solution: The portal provides a centralized platform for managing environmental regulations and monitoring mechanisms.
- Dedicated CCR Module: A new feature enables PPs to submit CCR requests online and allows ROs to process and issue CCRs digitally.
- Hybrid Mode Transition: Until February 28, 2026, applications for CCR can be submitted in both physical and online modes. However, starting March 1, 2026, all CCR applications must be submitted exclusively through the PARIVESH portal.

Step-by-Step Process for Submitting CCR Requests
Step 1: Submission of Application by Project Proponents
- Login: PPs log in to the PARIVESH portal using their credentials.
- Generate New CCR Request: PPs click on the ‘Generate New CCR Request’ option in the dashboard.
- Fill Application Form: PPs fill out the application form, providing details such as the reason for seeking CCR, proposal number, project description, compliance status, and other relevant information.
- Auto-Populated Fields: Many fields are automatically populated based on the proposal number, reducing manual data entry.
- Upload Documents: PPs upload required documents, including compliance reports, KML files, and other supporting materials.
- E-Sign and Submit: After completing the form, PPs e-sign and submit the application.
Step 2: Processing of CCR Applications by Regional Offices
- Forwarding Applications: The RO head receives the submitted applications and forwards them to the concerned RO official for processing.
- Site Visit and Report Generation: The RO official conducts a site visit, reviews compliance with EC conditions, and generates the CCR.
- Approval Process: The RO official submits the CCR for approval to the RO head, who reviews and either approves or returns the file with queries.
- E-Signing of CCR: Once approved, the RO official e-signs the CCR using Aadhaar authentication.
