BIS Quality Control Orders: Exemptions, Implementation Dates, and Compliance Guidelines for Importers

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued a significant order on 12th February 2026 under Section 16 of the Bureau of Indian Standards Act, 2016. What Are Quality Control Orders (QCOs)?

Quality Control Orders (QCOs) are regulations issued by the Bureau of Indian Standards (BIS) to ensure that specific goods and articles meet prescribed quality standards. These orders are designed to protect public interest by ensuring the safety, reliability, and quality of products available in the market. ​ They are mandatory for manufacturers, importers, and sellers to comply with, ensuring that products meet the required standards before being sold or distributed.

Key Highlights of the Order

The order provides exemptions for goods or articles under specific conditions:

  1. Purchase Order Date: The purchase order for the goods or articles must have been placed before the implementation date of the respective Quality Control Order. ​
  2. Bill of Lading and Bill of Entry Date: The Bill of Lading and Bill of Entry for the goods or articles must be dated on or before 180 days from the implementation date of the Quality Control Order. ​
  3. Documentation Requirement: Importers must submit the following documents to the Bureau of Indian Standards within seven days of clearing the consignment:
    • A copy of the Purchase Order ​
    • Bill of Lading ​
    • Bill of Entry ​
    • Supporting documents
  4. Effective Date: The notification came into force on 12th February 2026, the date of its publication in the Official Gazette. ​
