DGFT Removes Value Limit for Courier Exports
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has announced a significant amendment to the Foreign Trade Policy (FTP) 2023. โ Through Notification No. โ 67/2025-26, dated March 27, 2026, the government has removed the per-consignment value limit for exports conducted via courier services and Foreign Post Offices. โ This amendment, which will come into effect on April 1, 2026, is expected to streamline export processes and provide a major boost to small and medium-sized exporters.
Key Highlights of the Notification
- Amendment to Para 9.05 of FTP 2023:
- Existing Provision: Previously, exports through registered courier services or Foreign Post Offices were subject to a value limit of โน10,00,000 per consignment. โ
- Revised Provision: The amendment removes the โน10,00,000 value limit, allowing exporters to ship consignments of any value through courier services or Foreign Post Offices. โ
- Regulation of Exportability:
- While the value limit has been removed, the exportability of items will continue to be regulated in accordance with the Foreign Trade Policy (FTP) and Export Policy in ITC(HS) as notified. โ
- Implementation Date:
- The revised policy will be effective from April 1, 2026. โ
Impact of the Amendment
The removal of the per-consignment value limit is a landmark decision that will have far-reaching implications for exporters across India. โ Hereโs how this change is expected to impact the export landscape:
1. Boost to Small and Medium Enterprises (SMEs)
SMEs often rely on courier services for exporting goods due to their cost-effectiveness and convenience. The previous value cap of โน10,00,000 per consignment limited their ability to scale operations and cater to larger orders. โ With the removal of this restriction, SMEs can now expand their export capabilities without worrying about value constraints. โ
2. Enhanced Ease of Doing Business
The amendment aligns with the governmentโs vision of improving ease of doing business in India. By eliminating the value limit, exporters can now enjoy greater flexibility and efficiency in their operations, reducing administrative hurdles and fostering a more conducive environment for international trade. โ
3. Encouragement for High-Value Exports โ
The removal of the value cap opens doors for high-value goods to be exported via courier services, which are often faster and more reliable than traditional shipping methods. โ This is particularly beneficial for industries dealing in luxury goods, electronics, and other high-value items.
4. Alignment with Global Trade Practices
Globally, many countries do not impose value limits on courier exports, allowing businesses to operate more freely. โ This amendment brings Indiaโs export policies in line with international standards, making Indian exporters more competitive in the global market.
What Exporters Need to Know
While the value limit has been removed, exporters must continue to comply with the regulations outlined in the Foreign Trade Policy and Export Policy in ITC(HS). โ This includes adhering to guidelines on the exportability of specific items and ensuring compliance with customs notifications issued under the Customs Act, 1962. โ
Exporters are advised to familiarize themselves with the updated provisions of FTP 2023 and consult with their logistics partners to understand how this change can benefit their operations.
Conclusion
The removal of the per-consignment value limit for courier exports is a progressive step by the Government of India to empower exporters and enhance the countryโs trade ecosystem. โ Effective from April 1, 2026, this amendment is expected to simplify export procedures, encourage high-value exports, and provide a much-needed boost to SMEs. โ As India continues to strengthen its position in global trade, such policy changes will play a pivotal role in driving economic growth and fostering innovation in the export sector.
