There are some simple steps that an Indian importer can follow to avoid any hassle, across any Indian customs port, irrespective of their product falling under compulsory EPR registration implemented by CPCB, MoEF, Govt of India.
The Process Overview:
PWM Rules impose requirement of Extended Producer Responsibility (EPR)- Plastic on the producer, importer, and brand owners of plastic materials for plastic packaging waste collection and recycling. EPR will apply to both pre- and post-consumer plastic packaging waste
The Producers, Importers and Brand Owners (PIBOs) operating in one or two states need to register for Plastic EPR with their State Pollution Control Board.
The term EPR Actional Plan refers to the plan in which PIBOs set up a structure for disposing of plastic after consumption. Each State/UT in which the PIBO is introducing the plastic into the market must submit an EPR Action Plan to meet the state-specific EPR target (type and quantity). The following is the guiding principle for developing the EPR Action Plan:
i.PWM through Own Distribution Channel
ii.PWM through Direct engagement with ULB
iii.PWM is achieved by collaboration with the Waste Management Agency (WMA), which, in turn, should collaborate with local governments (ULBs).
The following documents required for Plastic EPR Registration are as following:
- UID and Pan card for authorized person
- More than two states’ proof of sale (GST/tax invoice, etc.)
- If the unit has a production facility, a DIC certificate is required
- Consent to Operate (If Production Facility, in case of traders SPCB permit for Trading needs to be given)
- End Recycler Agreement
- GST of the Unit/Importer
