Government of India Mandates BIS Certification for Flashlights Under QCO 2025
The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), has issued the Flashlight (Quality Control) Order, 2025 (QCO) under the Bureau of Indian Standards (BIS) Act, 2016. The order mandates quality compliance for flashlights to ensure safety, standardization, and improved consumer protection.
Key Highlights of the Flashlight QCO, 2025
1️. Implementation Timeline
- The QCO comes into force from the date of its publication in the Official Gazette (January 28, 2025).
- Manufacturers, importers, and sellers must ensure compliance with the Indian Standard IS 2083:2024.
- Different implementation timelines for enterprises:
| Category | Implementation Date |
| General (Large Enterprises) | 6 months from QCO publication |
| Small Enterprises | 9 months from QCO publication |
| Micro Enterprises | 12 months from QCO publication |
2️. Mandatory BIS Certification
- Flashlights must conform to Indian Standard IS 2083:2024 and bear the BIS Standard Mark.
- Certification will be issued under Scheme-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
- The Bureau of Indian Standards (BIS) is the certifying and enforcement authority.
3️. Exemptions Under the QCO
- Flashlights manufactured exclusively for export are exempt from this regulation.
- Research & Development (R&D) Imports: Up to 50 flashlights per year can be imported by manufacturers for R&D purposes without requiring BIS certification, provided they:
- Are not sold commercially.
- Are scrapped after testing.
- Maintain detailed records for Central Government review.
4️. Penalty for Non-Compliance
- Violation of the QCO will result in penalties under the BIS Act, 2016.
- Non-compliant products will be restricted from sale in India.
