QCO for Electrical Appliances for Domestic Clothes Washing
The Ministry of Commerce and Industry, in consultation with the Bureau of Indian Standards (BIS), has issued the Quality Control Order (QCO) for Electrical Appliances for Domestic Clothes Washing, 2024. This order aims to enhance product safety and quality standards for washing machines and similar electrical appliances used for domestic purposes.
Key Highlights:
- Mandatory BIS Certification:
- All electrical appliances for domestic clothes washing must comply with Indian Standard IS 302 (Part 2/Section 7):2010.
- Products must bear the BIS Standard Mark under a valid BIS license.
2. Applicability & Exemptions:
- Applies to: All washing machines manufactured, sold, or imported in India.
- Exemptions:
- Exported products (manufactured solely for export).
- Micro and Small Enterprises (MSEs) get a phased implementation timeline.
- Manufacturers registered under the Udyam portal are exempt if:
- Investment in plant & machinery is below ₹25 lakh.
- Turnover is below ₹2 crore in the previous financial year.
- Pre-existing stock: Manufacturers/importers who applied for BIS certification before the enforcement date can sell stock until October 1, 2025.
- Large-Capacity Washing Machines (Above 11 kg): Exempt for one year from the enforcement date.
3. Implementation Timeline:

4. Enforcement & Penalties:
- The Bureau of Indian Standards (BIS) will act as the certifying and enforcement authority.
- Non-compliance will attract penalties under the BIS Act, 2016.
