DPIIT Mandates BIS standard on Self-Contained Drinking Water Cooler
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) issued the Self-Contained Drinking Water Cooler (Quality Control) Order, 2024 on May 24, 2024. This new order replaces the previous Self-Contained Drinking Water Cooler (QCO) 2023 and introduces stricter compliance requirements for manufacturers.
1. Objective and Legal Basis
The QCO 2024 is issued under the Bureau of Indian Standards (BIS) Act, 2016 (Section 16) and is aimed at enforcing quality control measures for self-contained drinking water coolers. The order ensures that only certified products meeting Indian quality standards are available in the market.
2. Key Provisions of QCO 2024
A. Mandatory Compliance with Indian Standards
- All self-contained drinking water coolers must conform to Indian Standard IS 1475 (Part 1): 2001.
- Products must meet performance and energy consumption requirements as specified in the standard.
- The BIS Standard Mark must be affixed on all compliant products under a license from BIS.
B. Implementation Timelines
Different deadlines apply depending on the category of the business:

| Large Enterprises | October 1, 2024 |
| Small Enterprises | January 1, 2025 |
| Micro Enterprises | April 1, 2025 |
- These staggered deadlines give smaller businesses more time to comply.
C. Exemption for Exporters
- The order does not apply to self-contained drinking water coolers manufactured exclusively for export.
D. Certification and Enforcement
- The Bureau of Indian Standards (BIS) is the designated certification and enforcement authority.
- Products must be certified and licensed under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
E. Penalties for Non-Compliance
- Any violation of this order is punishable under the BIS Act, 2016.
- Manufacturers, importers, or sellers found violating the order may face fines, penalties, or restrictions on selling non-compliant products.

For Manufacturers:
- They must obtain BIS certification and affix the Standard Mark on products before the specified deadlines.
- Companies need to align their production processes with IS 1475 (Part 1): 2001.
- Non-compliance may lead to legal penalties or market restrictions.
