The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has issued three separate notifications on 11th March 2025, amending the Quality Control Orders (QCOs) for Ethylene Dichloride (EDC), Vinyl Chloride Monomer (VCM), and Polycarbonate (PC).

These amendments have been notified via:

  • S.O. 1126(E) – Ethylene Dichloride (Quality Control) Amendment Order, 2025
  • S.O. 1127(E) – Vinyl Chloride Monomer (Quality Control) Amendment Order, 2025
  • S.O. 1128(E) – Polycarbonate (Quality Control) Amendment Order, 2025

Key Highlights:

  • Revised Implementation Date:
    • For all three chemicals—EDC, VCM, and PC—the implementation date of the respective QCOs has been extended to 12th September 2025.
  • Legal Backing:
    • These amendments have been made under Section 16, read with sub-section (3) of Section 25 of the Bureau of Indian Standards (BIS) Act, 2016.
    • They follow due consultation with the Bureau of Indian Standards (BIS) and are deemed necessary in the public interest.
  • Original Orders & Amendments:
    • These QCOs were originally introduced in 2021 and have undergone several amendments since then.
    • The present amendment extends the effective date to facilitate better industry preparedness and smoother compliance.
