The Ministry of New and Renewable Energy (MNRE) has recently issued the Solar Thermal Systems, Devices, and Components (Quality Control) Order, 2024. This significant policy move mandates strict adherence to specified Indian Standards to ensure high-quality solar thermal products in the Indian market.

Key Highlights of the Order:

  1. Implementation Date:
  • This order is effective from 14th April 2025.

2. Scope and Application:

  • The Order applies specifically to the following solar thermal products:
    • Solar Flat Plate Collectors for water heating systems
    • All Glass Evacuated Tube Solar Water Heating Systems
    • Storage Water Tanks specifically designed for All Glass Evacuated Tube Solar Water Heating Systems

3. Mandatory Compliance with Indian Standards:

  • Products covered by this order must conform to the Indian Standards (IS) as specified:
    • IS 12933 (Parts 1 and 2): Specifications and components requirements for Solar Flat Plate Collectors.
    • IS 16544:2016: Specifications for All Glass Evacuated Tubes Solar Water Heating Systems.
    • IS 16542:2016: Direct insertion type Storage Water Tanks specification for Evacuated Tube Solar Collectors.

4. Certification and Enforcement:

  • The Bureau of Indian Standards (BIS) is designated as the certifying and enforcing authority.
  • Market surveillance to ensure conformity to the standards will be conducted by BIS or agencies appointed by BIS in consultation with MNRE.

5. Penalties for Non-Compliance:

  • Non-adherence to these standards will attract penalties as per Section 29(3) of the Bureau of Indian Standards Act, 2016.
