CBIC Orders Immediate Closure of Attari ICP Amid Security Concerns
The Central Board of Indirect Taxes and Customs (CBIC), through Instruction No. 06/2025-Customs, has ordered the complete closure of the Integrated Check Post (ICP) at Attari, Punjab, for both passenger and goods movement. This measure follows a directive from the Ministry of Home Affairs (MHA) after the recent terrorist attack on tourists in Pahalgam, Jammu & Kashmir.
Why Has the ICP Attari Been Closed?
According to the Ministry of Home Affairs’ communication (OM No. 25022/05/2025-Imm. dated 24.04.2025), credible intelligence has identified cross-border linkages in the April 22 attack. In response, the Government of India has imposed an immediate and total halt to all cross-border movement through the ICP Attari.
Scope of Closure
- All incoming and outgoing passengers
- All commercial cargo and goods movement
- Applies exclusively to ICP Attari, not affecting other land borders unless further notified
Impact on Trade & Travel
- Disruption in IndiaβPakistan trade logistics, especially perishable and priority cargo
- Immediate suspension of passenger movement, impacting cross-border pilgrims and business travelers
- Expected dip in customs revenue and regional trade at the Punjab border
Legal & Strategic Implications
- Reinforces Indiaβs stance on zero tolerance for cross-border terrorism
- Aligns customs enforcement with national security policy
- May trigger further reviews of border operating procedures and bilateral trade protocols with Pakistan
Conclusion
CBIC Instruction No. 06/2025 reflects the sensitive and adaptive role of customs administration in national security. Stakeholders involved in border trade, logistics, and passenger transit must remain alert to new notifications and rerouting requirements.
