CBIC Imposes Anti- Dumping Duty on Vitamin-A Palmitate Imports from China, EU, and Switzerland
In a move aimed at safeguarding the interests of domestic manufacturers, the Ministry of Finance, Government of India, has issued Notification No. 14/2025-Customs (ADD) dated 6th June 2025, imposing anti-dumping duty (ADD) on imports of Vitamin-A Palmitate originating in or exported from China PR, European Union, and Switzerland.
This decisive step follows the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that the subject goods were being dumped in the Indian market at prices significantly lower than the normal value, thereby causing material injury to the domestic industry.
About the Subject Goods
The notified goods include Vitamin-A Palmitate in strengths of 1.7 MIU/Gm and 1.0 MIU/Gm, in all forms (with or without stabilization). However, the notification excludes Vitamin-A Palmitate 1.6 MIU/Gm used for animal consumption, recognizing its distinct end-use.
The relevant tariff headings under the Customs Tariff Act, 1975, are:

Designated Authority’s Findings
Based on investigation (DGTR Final Findings Notification No. F. No. 06/07/2024-DGTR dated 10th March 2025), the authority determined that:
- Vitamin-A Palmitate has been exported at dumped prices from China PR, EU, and Switzerland.
- Domestic industry has suffered material injury due to such dumped imports.
- Landed price of imports is undercutting the domestic prices, affecting fair market competition.

Legal Basis and Implementation
The ADD is imposed under the powers conferred by Section 9A(1) & 9A(5) of the Customs Tariff Act, 1975, read with Rules 18 and 20 of the Anti-Dumping Rules, 1995. The duty will be collected in Indian Rupees, based on the exchange rate notified under Section 14 of the Customs Act, 1962, applicable on the date of filing the Bill of Entry.

- Importers: Must now factor in the additional anti-dumping duty cost while sourcing Vitamin-A Palmitate from the subject countries.
- Domestic Manufacturers: Will benefit from reduced price pressure and a level playing field.
