DPIIT Issues QCO for Domestic Water Heating Appliances

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, has issued a new Quality Control Order (QCO) titled:
“Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025” via S.O. 355(E) dated 16th January 2025.

This new QCO supersedes the earlier 2023 version and mandates that all domestic water heating appliances must conform to relevant Indian Standards (IS) and bear the Standard Mark (ISI mark) under a valid BIS license.

Applicability of the QCO

The QCO applies to the following electrical appliances used for domestic water heating:

Exemptions Provided

The following exemptions apply under this QCO:

  • Products manufactured for export are excluded from mandatory compliance.
  • Up to 200 imported units per year are exempted if used exclusively for R&D and not sold commercially.
  • Exemptions for micro and small enterprises are time-bound and defined in the notification.

Enforcement and Penalty

  • Certification Authority: Bureau of Indian Standards (BIS)
  • Penalty: Any contravention will be punishable under the BIS Act, 2016.
