DPIIT Notifies Quality Control Amendment for AC Components
The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry has notified a key amendment to the Quality Control Order (QCO) concerning air conditioners and their components. The 2025 amendment, issued through S.O. 695(E) dated 11th February 2025, introduces a one-year exemption for a specific category of products.
Scope of the Amendment
The amendment pertains to the existing Air Conditioner and its related Parts, Hermetic Compressor and Temperature Sensing Controls (QCO), 2019, and introduces the following clause:
“Provided also that nothing in this order shall apply to Hermetic Compressors of more than 7000W (2TR) capacity for one year from the date of commencement of this amendment order to manufacturers of air conditioning and refrigeration equipment and related parts.”
Key Highlights:
- Exemption Granted: Hermetic compressors above 7000W (2 Ton Refrigeration capacity) are exempt from QCO compliance for a period of one year from the publication date.
- Beneficiary Category: This exemption applies only to manufacturers of air conditioning and refrigeration equipment and their related components.
- Objective: The temporary relief is intended to give stakeholders additional time for BIS certification, technical conformity, and supply chain adjustments for larger commercial-grade air conditioning systems.
Impact on Industry
For Manufacturers:
- Provides a compliance buffer to align product specifications with Indian standards.
- Offers time to streamline testing, documentation, and licensing processes with BIS.
For Importers:
- May temporarily ease restrictions on importing high-capacity compressors for integration into commercial systems.
For BIS & DPIIT:
- Ensures phased implementation of QCOs, reducing operational disruption while upholding product quality benchmarks.
Background
The original QCO for air conditioners and related components was introduced in 2019, and has undergone several amendments—in 2020, 2021, 2022, and 2024—to adapt to evolving industry needs. This 2025 amendment continues that approach by offering transitional relief without compromising long-term quality assurance.
