DPIIT Eases BIS Norms for Toy R&D Imports

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has notified the Toys (Quality Control) Amendment Order, 2024 on 30th September 2024. This order brings key amendments to the existing Toys (Quality Control) Order, 2020, specifically granting exemptions for research and development (R&D) imports of toys and related parts.

Notification Summary

As per S.O. 4277(E), issued under the BIS Act, 2016, the amendment introduces an additional proviso in Paragraph 3 of the Toys QCO, 2020.

Key Amendment:

Manufacturers certified by BIS or those who have applied for BIS certification are now allowed to import up to 300 units (maximum 5 samples per type) per financial year, for the purpose of research and development, without being subjected to the QCO compliance.

Conditions of the Exemption

  • Applicable only to imported goods meant for R&D purposes, not for commercial sale.
  • The imported toys and parts:
    • Must not be sold in the domestic market.
    • Must be scrapped post usage.
    • Must be recorded year-wise and declared to the DPIIT.
  • Applicable only to manufacturers:
    • Certified by BIS, or
    • Who have applied for BIS certification.
