DGFT Amends Para 10.16 of HBP 2023 to Broaden GAEC Coverage for Chemical Exports β
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has announced a significant amendment to Para 10.16 of the Handbook of Procedures (HBP) 2023. β This amendment, published in Public Notice No.17β/2025-26 dated 30th July 2025, aims to expand the scope of the General Authorisation for Export of Chemicals & Related Equipment (GAEC) Policy Framework. β This move is expected to streamline export procedures and enhance India’s position in the global trade of chemicals and related equipment.
Key Highlights of the Amendment
- Revised Procedure for GAEC Applications:
- The amendment modifies the existing procedure for the export/re-export of SCOMET items under Categories/Sub-Categories 1C, 1D, 1E, 3D001, and 3D004 (excluding software and technology). β Exporters are now required to apply for GAEC online and upload the necessary details in proforma ANF-10A. β
- Additionally, chemicals listed in Appendix 10(N) can now be exported to specified countries under the expanded framework. β
- New Clause for Non-Listed Countries:
- A new sub-paragraph, 10.16(A)(I)(b), has been introduced. β Exporters intending to export/re-export chemicals to countries not listed in Appendix 10(N) must provide a list of destination countries for suitable consideration. β
- Exporters may also submit a copy of their Authorised Economic Operator (AEO) Certification or Status Holder Certificate, if available, to facilitate the process. β
- Effect of the Notification:
- The amendment broadens the scope of GAEC to include additional countries for chemicals listed in Appendix 10(N). β This is expected to simplify export procedures and open new markets for Indian exporters.
