In a significant move to enhance the security and compliance of imported goods, the Central Board of Indirect Taxes & Customs (CBIC) has issued Instruction No. ​ 27/2025-Customs, dated August 26, 2025. ​ This directive emphasizes the importance of validating Bureau of Indian Standards (BIS) registration at the time of customs clearance for goods covered under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 (CRO). ​

Background

The Ministry of Electronics and Information Technology (MeitY) had earlier notified CCTVs under the CRO through Notification No. ​ S.O. 1652(E) dated April 9, 2024. ​ This notification mandates compliance with Essential Requirements (ERs) for security. ​ However, it was observed that certain lapses occurred during customs clearance, where officers relied solely on the BIS registration number mentioned in the Bill of Entry without verifying its validity or status. ​ This led to instances where non-compliant goods, including CCTVs with “Deferred” BIS registration, were allowed to be imported. ​

Key Directives

To address these concerns, CBIC has outlined the following measures:

  1. Mandatory Validation of BIS Registration:
    • Only goods with a valid BIS registration number will be cleared. ​ Items with “Deferred” or “Cancelled” registration statuses must be denied clearance. ​
  2. Validation of Manufacturer Details:
    • Officers must cross-check the manufacturer name, model number, and manufacturing location against the details provided in the BIS registration. ​
  3. Applicability Beyond CCTVs:
    • This procedure is not limited to CCTVs but applies to all items requiring BIS registration under the CRO. ​

Implementation and Compliance

Field formations across the country have been instructed to sensitize officers about these new procedures. ​ This step ensures that only compliant goods enter the Indian market, thereby safeguarding consumer interests and maintaining product quality standards.

CBIC has invited feedback and suggestions to address any difficulties faced during the implementation of these measures. ​ Stakeholders can reach out to the Board for further clarification or assistance. ​
