Legal Metrology Rules for GST Revision on Pre-Packaged Commodities
The Ministry of Consumer Affairs, Food and Public Distribution, Government of India, has issued a significant advisory dated 18th September 2025, addressing concerns raised by manufacturers, packers, importers, and trade associations regarding legal compliance in the wake of GST revisions. This advisory, issued under Rule 33 of the Legal Metrology (Packaged Commodities) Rules, 2011, aims to simplify procedures and provide clarity on the handling of pre-packaged commodities affected by GST rate changes. Below, we outline the key updates and their implications for stakeholders.
1. Voluntary Affixing of Revised Price Stickers
Manufacturers, packers, importers, and their representatives are now permitted to voluntarily affix additional revised price stickers on unsold packages manufactured before 22nd September 2025. This relaxation ensures that the original price declaration on the package remains unobstructed. Importantly, the advisory clarifies that affixing revised price stickers is not mandatory under the existing rules for such packages.
2. Waiver of Advertisement Requirement
Previously, Rule 18(3) mandated manufacturers and importers to issue advertisements in two newspapers to inform consumers about revised prices. This requirement has now been waived. Instead, stakeholders are required to send circulars to wholesale dealers, retailers, and other relevant parties, with copies endorsed to the Director of Legal Metrology (Central Government) and Controllers of Legal Metrology in all States/UTs. This streamlined approach reduces the burden on businesses while ensuring price compliance at the retailer level.
3. Sensitization of Stakeholders
Manufacturers, packers, and importers are urged to take proactive measures to inform dealers, retailers, and consumers about GST rate revisions. This can be achieved through various communication channels, including electronic media, print media, and social media platforms. The emphasis on consumer awareness highlights the government’s commitment to transparency and compliance.
4. Use of Existing Packaging Material
To minimize wastage, the advisory allows manufacturers, packers, and importers to use packaging materials or wrappers printed with the old MRP until 31st March 2026 or until the stock is exhausted, whichever is earlier. Corrections to the retail sale price (MRP) can be made using stamping, stickers, or online printing, ensuring compliance with GST revisions.
5. Declaration of Revised Unit Sale Price
The advisory clarifies that declaring the revised unit sale price on unsold pre-packaged commodities or unused packaging materials bearing pre-printed MRPs is not mandatory. However, stakeholders may voluntarily declare the revised unit sale price if they choose to do so.

- Voluntary Declaration: Decide whether to declare revised unit sale prices on pre-packaged commodities.
