Key Highlights of the Initiative

Unified Digital Platform for eCOO

The Trade Connect ePlatform serves as a unified digital platform for the application and issuance of all electronic Certificates of Origin (eCOO) for Indian exports. Exporters can now access the “Certificate of Origin” service on this platform to apply for eCOOs under India-EFTA TEPA.

Two Modes of Issuance

The eCOO can be issued through two modes:

  1. Self-Declaration: Exporters can generate eCOOs themselves using their Digital Signature Certificate (DSC) and other mandatory requirements.
  2. Authorised Agency: Exporters can apply through designated agencies, which will issue the eCOO upon approval.

Self-Declaration Based eCOO: A Step-by-Step Guide

Exporters opting for self-declaration can follow these steps:

  1. Digital Signature Requirement: Ensure your profile is linked with your Importer Exporter Code (IEC) and a valid DSC.
  2. Upload Scanned Signature: Upload a scanned copy of your ink-signed signature during the application process.
  3. Application Submission: Select “India EFTA TEPA (Self-Declaration)” as the agreement name, fill in the necessary details, and submit the application using DSC or Aadhaar authentication.
  4. Auto Approval: Once submitted, the application status will appear as “Auto Approved Pending Issuance.”
  5. Generate eCOO: Click on “Generate Self-Declared CoO” and use your DSC to generate the certificate.
  6. Download Copies: Two copies of the eCOO will be generated—an electronic copy with a scanned signature and a physical copy for manual signing.

Agency-Issued eCOO: A Simplified Process

Exporters preferring agency-issued eCOOs can:

  1. Select “India EFTA TEPA (Agency Issued)” as the agreement name.
  2. Choose an authorised agency from the notified list.
  3. Submit the application and await approval.
  4. Download the electronic copy of the eCOO, which includes the issuing officer’s signature and agency stamp.

Common Guidelines for Exporters

  • Existing DGFT credentials can be used to log in to the Trade Connect ePlatform.
  • Ensure your name matches across DGFT profiles and DSC.
  • Verify the authenticity of eCOOs by scanning the QR code or using the “Verify Certificate” option on the platform.

Conclusion

The electronic filing and issuance of Preferential Certificates of Origin under India-EFTA TEPA mark a transformative step in facilitating trade. By leveraging digital tools, the Government of India aims to enhance efficiency, reduce paperwork, and ensure seamless compliance with international trade agreements. Exporters are encouraged to familiarize themselves with the process and take advantage of this streamlined system to boost their trade operations.
