New SION for Mobile Phones Notified by DGFT

Dated: 13.10.2025

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, Government of India, has issued Public Notice No. 25/2025-26 on October 10, 2025, announcing the fixation of a new Standard Input Output Norm (SION) under the category of “Engineering & Electronic Items” (Product Code ‘C’). This new SION, designated as C-2049, specifically pertains to the export of mobile phones and aims to streamline the process of obtaining Advance Authorisation for exporters.

What is SION?

Standard Input Output Norms (SION) are pre-determined norms that specify the quantity of inputs required to produce a unit of output for export purposes. These norms are crucial for exporters as they help in determining the eligibility for duty-free import of inputs under the Advance Authorisation scheme. By setting clear guidelines, SION ensures transparency, uniformity, and efficiency in the export process.

Key Highlights of SION C-2049

The newly notified SION C-2049 is applicable to the export of mobile phones. It specifies the permissible quantity of various imported components required for the production of one mobile phone unit. The detailed list of inputs includes essential components such as accelerometer sensors, camera modules, display assemblies, capacitors, resistors, and more. The permissible quantity for each input is categorized as either “Net-to-Net” or “Net + 1%,” ensuring precise guidelines for manufacturers and exporters.

Purpose and Benefits of SION C-2049

The introduction of SION C-2049 is a significant step towards simplifying the export process for mobile phone manufacturers. The primary objectives and benefits of this notification include:

  1. Expedited Clearance Process: With the new SION in place, Regional Authorities (RAs) can now issue Advance Authorisations directly without the need to refer individual cases to the Norms Committee. This will significantly reduce the time taken for approvals, enabling exporters to meet tight deadlines and improve operational efficiency.
  2. Uniformity in Export Norms: By standardizing the input-output norms for mobile phone exports, the DGFT ensures consistency across the industry. This eliminates discrepancies and provides a clear framework for exporters to follow.
  3. Boost to Mobile Phone Exports: India is emerging as a global hub for mobile phone manufacturing. The new SION is expected to encourage more manufacturers to participate in exports by simplifying the process and reducing bureaucratic hurdles.
  4. Support for the “Make in India” Initiative: The notification aligns with the Government of India’s vision to promote domestic manufacturing and exports under the “Make in India” initiative. By facilitating smoother export processes, the government aims to strengthen India’s position in the global electronics market.

Detailed List of Inputs and Permissible Quantities

The notification provides a comprehensive list of inputs required for manufacturing mobile phones, along with the permissible quantities for duty-free import. Some of the key components include:

  • Accelerometer sensor: Net-to-Net
  • Camera Module: Net-to-Net
  • Display Assembly: Net-to-Net
  • Capacitor: Net + 1%
  • Resistor: Net + 1%
  • USB Type-C Connector: Net-to-Net
  • Vibration Motor: Net-to-Net

The complete list of inputs and their respective quantities can be found in the official notification issued by the DGFT.

Implications for Exporters

This development is expected to have a positive impact on mobile phone exporters in India. By reducing the need for case-by-case approvals, the new SION will save time and resources for businesses, allowing them to focus on scaling their operations and meeting global demand. Additionally, the uniformity in norms will provide clarity and reduce compliance-related challenges.

Conclusion

The notification of SION C-2049 marks a significant milestone in India’s efforts to boost its electronics manufacturing and export capabilities. By simplifying the process for mobile phone exporters, the DGFT has taken a proactive step towards enhancing India’s competitiveness in the global market. This move is expected to contribute to the growth of the mobile phone manufacturing sector and further strengthen India’s position as a leading exporter of electronic goods.
