DGFT Revises Import Policy for Synthetic Knitted Fabrics
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Notification No. 46/2025-26 dated October 21, 2025, introducing a partial amendment to the import policy conditions for synthetic knitted fabrics covered under ITC (HS) Code 60053600. This notification revises the Minimum Import Price (MIP) condition for certain synthetic knitted fabrics, ensuring a more streamlined and targeted approach to imports in this category.
Key Highlights of the Notification
- Revised Import Policy for ITC (HS) Code 60053600:
- Item Description: Synthetic knitted fabrics categorized as “Other, unbleached or bleached.”
- Import Policy: The import of these fabrics remains “Restricted.”
- Existing Policy Condition: Imports were allowed freely if the Cost, Insurance, and Freight (CIF) value was USD 3.5 per kilogram or above.
- Revised Policy Condition: While the CIF value condition of USD 3.5/kg remains unchanged, fabrics falling within the 28 to 48 grams per square meter (GSM) range are now exempted from the MIP condition. This exemption aims to facilitate imports of lightweight synthetic knitted fabrics.
- Exemptions for Special Categories:
- Inputs imported by Advance Authorisation holders, Export Oriented Units (EOUs), and units in Special Economic Zones (SEZs) are exempted from the MIP condition. However, these imported inputs must not be sold in the Domestic Tariff Area (DTA).
- Unchanged MIP Conditions for Other HS Codes:
- The MIP conditions for other HS Codes notified under Notification No. 05/2025-26 dated April 23, 2025, remain unchanged.
Impact of the Notification
The revised policy condition introduces flexibility for importing lightweight synthetic knitted fabrics (28 to 48 GSM), exempting them from the MIP requirement. This change is expected to benefit industries that rely on these specific fabrics for manufacturing and production purposes. By exempting lightweight fabrics from the MIP condition, the government aims to support domestic industries while maintaining control over imports of heavier synthetic fabrics.
Additionally, the exemption for Advance Authorisation holders, EOUs, and SEZ units ensures that export-oriented businesses can continue to access imported inputs without additional restrictions, provided these inputs are not sold in the domestic market.
