The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has issued Public Notice No. ​ 30/2025-26 on October 28, 2025, announcing amendments to Appendix 2B of the Foreign Trade Policy (FTP) 2023. ​ This amendment includes the list of authorized agencies permitted to issue Certificates of Origin (CoO) under the India-European Free Trade Association Trade and Economic Partnership Agreement (India-EFTA TEPA). ​

Key Highlights of the Amendment:

  1. Expanded List of Authorized Agencies: The amendment specifies agencies authorized to issue Preferential Certificates of Origin for products under the India-EFTA TEPA. ​ These agencies include:
    • Directorate General of Foreign Trade (DGFT) and its regional offices (for all products). ​
    • Export Inspection Council and Export Inspection Agencies (for all products). ​
    • Agricultural and Processed Food Products Export Development Authority (APEDA) (for agricultural products). ​
    • Marine Products Export Development Authority (for marine products). ​
    • Central Silk Board (for silk products). ​
    • Coir Board (for coir and coir products). ​
    • Development Commissioner (Handicrafts) (for handicrafts). ​
    • Spices Board (for spices and cashew nuts). ​
    • Textile Committee (for textiles and clothing). ​
    • Tobacco Board (for tobacco and tobacco products). ​
  2. Special Economic Zones (SEZs) and Export-Oriented Units (EOUs): The amendment also includes specific SEZs and EOUs under the jurisdiction of Zonal Development Commissioners, such as Cochin SEZ, Falta SEZ, Kandla SEZ, MEPZ SEZ, NOIDA SEZ, SEEPZ SEZ, and Vishakhapatnam SEZ. ​ These zones are authorized to issue CoO for products manufactured within their jurisdiction.

This update is a significant step in facilitating trade under the India-EFTA TEPA. ​ By notifying the list of authorized agencies, the government aims to streamline the process of issuing Preferential Certificates of Origin, ensuring compliance with the agreement’s provisions. ​ This will enhance India’s export capabilities and strengthen economic ties with the European Free Trade Association. ​

What is a Certificate of Origin (CoO)?

A Certificate of Origin is an essential document in international trade that certifies the country of origin of goods being exported. Under preferential trade agreements like India-EFTA TEPA, CoOs enable exporters to avail tariff benefits and other trade preferences. ​
