DPIIT Transfers Iron and Steel Product Oversight to Ministry of Steel
The Government of India has announced a significant administrative shift in the management of iron and steel products. As per the Office Memorandum dated November 4, 2025, issued by the Ministry of Commerce & Industry, Department for Promotion of Industry and Internal Trade (DPIIT), the responsibility for handling iron and steel products under Chapter 72 (4 HSN Codes) and Chapter 73 (250 HSN Codes) of the Harmonized System of Nomenclature (HSN) Classification has been officially transferred to the Ministry of Steel.
Key Highlights of the Transfer:
- Scope of Transfer:
- All work related to iron and steel products under Chapter 72 and Chapter 73 of the HSN Classification, previously managed by DPIIT, will now be handled by the Ministry of Steel.
- This includes administrative tasks, policy formulation, and development initiatives such as the Foundry Development Council.
- Quality Control Orders (QCOs):
- Thirteen Quality Control Orders (QCOs) on steel products, previously issued by DPIIT, will be withdrawn once the Ministry of Steel notifies corresponding QCOs. The list of QCOs and their implementation dates are provided in Annexure-I of the memorandum.
- DPIIT will issue a separate order in the e-gazette to formalize this withdrawal.
- Minimum Import Price (MIP) Administration:
- The Minimum Import Price (MIP) imposed by the Directorate General of Foreign Trade (DGFT) on specific products, including screws (HSN codes 731811, 731812, 731813, 731814, 731815, and 731819) and roller chains and parts thereof (HSN codes 73151100, 73151900, and 73159000), will now be administered by the Ministry of Steel.
- Industry Development:
- All initiatives for the development of industries under Chapter 72 and Chapter 73, including councils and committees previously constituted by DPIIT, will also be transferred to the Ministry of Steel.
Implications of the Transfer:
This move is expected to streamline the management and development of the iron and steel sector in India. By consolidating responsibilities under the Ministry of Steel, the government aims to enhance efficiency, ensure better coordination, and promote the growth of the sector. The Ministry of Steel, being the specialized body for this industry, is well-positioned to address the unique challenges and opportunities in the iron and steel domain.
Timeline for Implementation:
The transfer is effective immediately, and the Ministry of Steel will begin administering the relevant policies, QCOs, and MIP regulations. The DPIIT will continue to support the transition by issuing necessary notifications and orders.
List of QCOs Transferred:
The memorandum includes a detailed list of 13 QCOs, covering a wide range of products such as ductile iron pressure pipes, steel tubes, malleable iron shots, centrifugally cast iron pipes, miscellaneous steel products, drums and tins, bolts and fasteners, cast iron products, precision roller chains, steel wires, cookware, cross-recessed screws, and stainless steel pipes and tubes. The implementation dates for these QCOs range from 2010 to 2025.
