The second edition of Udyog Samagam 2025, organized by the Department for Promotion of Industry and Internal Trade (DPIIT), witnessed a remarkable gathering of industry leaders, policymakers, and state representatives. ​ The event, held on November 11, 2025, in New Delhi, was graced by the Union Minister of Commerce and Industry, Shri Piyush Goyal, who reaffirmed the government’s commitment to promoting quality manufacturing and sustainable industrial growth.

Promoting Quality Manufacturing Through QCOs ​

Shri Piyush Goyal emphasized the importance of Quality Control Orders (QCOs) in ensuring superior-quality products for consumers. ​ He highlighted the success of QCOs in industries like toys and plywood, which have not only strengthened Indian manufacturing but also curbed substandard imports. ​ The government’s focus on fostering a culture of quality in manufacturing aligns with its vision of making India a global leader in industrial production. ​

Centre-State Collaboration: A Key to Industrial Growth ​

The Minister underscored the significance of strong collaboration between the Centre and States to drive industrial growth. ​ He encouraged States and Union Territories to adopt best practices from one another to accelerate progress. ​ Shri Goyal also stressed the need for third-party mechanisms to monitor and implement industrial incentives effectively, ensuring timely disbursement and boosting industry confidence. ​

Sustainability and the “Zero Effect, Zero Defect” Vision ​

Sustainability emerged as a central theme during the event, with Shri Goyal urging industries to align their manufacturing practices with Prime Minister Narendra Modi’s “Zero Effect, Zero Defect” vision. ​ He called for environmentally responsible industrial efforts that minimize ecological impact while maintaining high-quality standards. ​

Government Support for Fisheries and Innovation ​

The Minister highlighted the government’s initiatives in the fisheries sector under the PM Matsya Sampada Yojana, including financial assistance for cold storage and deep-sea vessels. ​ He also encouraged States to focus on innovation, skill development, women’s participation, startups, and deep-tech enterprises. ​ The new Free Trade Agreements (FTAs) with developed nations were lauded for their potential to safeguard the interests of farmers, manufacturers, and stakeholders while opening new avenues for growth. ​

Recognizing Excellence: BRAP 2024 Awards ​

A key highlight of Udyog Samagam 2025 was the felicitation of States and Union Territories for their achievements under the Business Reforms Action Plan (BRAP) 2024. ​ The BRAP 2024 covered 434 reform points across Central and State domains, supported by one of the largest national feedback exercises. ​ States and UTs were recognized across various reform areas, showcasing their commitment to improving the ease of doing business and implementing impactful reforms. ​

Top achievers included Uttarakhand and Punjab, recognized across five reform areas, while Andhra Pradesh, West Bengal, Jammu & Kashmir, Kerala, Tamil Nadu, Madhya Pradesh, Telangana, Rajasthan, Jharkhand, and Chhattisgarh excelled in four reform areas. ​ The assessment methodology combined evidence-based verification and user feedback, ensuring transparency and reflecting ground-level experiences. ​

A Vision for Inclusive Growth

The event highlighted the government’s focus on inclusive growth, with an emphasis on innovation, skill development, and sustainable practices. ​ Shri Goyal’s call for competitive power tariffs, self-certification systems, and escrow mechanisms for incentive payments resonated with the audience, showcasing the government’s commitment to creating a business-friendly environment. ​
