In a significant move to protect domestic industries, the Government of India has announced the imposition of anti-dumping duties on imports of “Hot Rolled Flat Products of Alloy or Non-Alloy Steel” originating from Vietnam. ​ This decision, formalized through Notification No. ​ 32/2025-Customs (ADD) dated November 12, 2025, aims to safeguard the interests of Indian manufacturers and curb the adverse effects of dumping practices. ​

What is Dumping?

Dumping occurs when a country exports goods at a price lower than their normal value, often causing harm to the domestic industry of the importing country. ​ In this case, the designated authority found that hot rolled flat steel products from Vietnam were being exported to India at prices below their normal value, leading to injury to the domestic steel industry. ​

The investigation conducted by the Directorate General of Trade Remedies (DGTR) revealed the following:

  1. Effective Period: The anti-dumping duty will be effective for five years from the date of publication of the notification in the Official Gazette, unless revoked, superseded, or amended earlier. ​
  2. Currency and Exchange Rate: The duty will be payable in Indian currency, with the applicable exchange rate determined by the Government of India under Section 14 of the Customs Act, 1962. ​
