Ministry of Steel Launches SARAL SIMS: Revolutionizing Steel Import Registration for MSMEs and Exporters

The Ministry of Steel has taken a significant step towards streamlining the steel import process for small importers and export-linked imports by introducing the innovative ‘SARAL SIMS’ registration system. ​ This new facility aims to simplify the compulsory registration process under the Steel Import Monitoring System (SIMS), making it more accessible and efficient for Micro, Small, and Medium Enterprises (MSMEs) and other small importers. ​ It also caters to imports made under Advance Authorization, SEZ, and EOU routes for export purposes. ​

What is SARAL SIMS?

Under SARAL SIMS, importers need to declare only the total intended quantity of imports for the year. ​ They will be issued a SARAL SIMS number, which allows them to import multiple consignments without requiring consignment-wise SIMS numbers. ​

Key Features of SARAL SIMS

  1. Simplified Registration for Small Imports:
    • Importers can use SARAL SIMS for consignments weighing less than or equal to 10 MT, subject to an annual cap of 1000 MT. ​
    • For the current financial year 2025-26, the threshold is capped at 500 MT until April 2026. ​ From the next financial year (2026-27), the annual cap of 1000 MT will apply. ​
  2. Export-Linked Imports:
    • SARAL SIMS is available for imports under Advance Authorization, SEZ, and EOU routes without any quantity threshold. ​
  3. Annual Return Filing:
    • Importers must file an Annual Return by 30th April of the next financial year, detailing the actual imports made against SARAL SIMS registrations. ​
  4. Flexibility in Import Timeline:
    • Imports against SARAL SIMS registration can be made up to 30th April of the next financial year. ​
  5. Transition to Regular SIMS:
    • If an importer exceeds the 1000 MT threshold in a financial year, they must switch to regular SIMS registration for subsequent imports. ​ Once migrated, SARAL SIMS cannot be used for the remainder of that financial year. ​

Enhancements to Regular SIMS ​

In addition to SARAL SIMS, the Ministry of Steel has simplified the regular SIMS registration process. ​ The number of fields required for registration has been reduced from 56 to 20, significantly improving the ease of doing business. ​ Furthermore, the requirement for clarification or NOC from the Ministry of Steel for Non-QCO covered grades has been revoked. ​ Importers can now generate SIMS numbers for Non-QCO covered steel grades directly from the portal without additional approvals. ​

Effective Date

These changes, including the introduction of SARAL SIMS and the simplifications to regular SIMS, will come into effect from 21st November 2025.
