A Call for Exporters to Share Information on Non-Tariff Measures
The Government of India, through the Directorate General of Foreign Trade (DGFT), has issued Trade Notice No. 18/2025-26 on November 25, 2025, addressing exporters, trade associations, and other stakeholders. This notice is a significant step under the Export Promotion Mission (EPM) announced in the Union Budget 2025–26, aiming to enhance India’s export quality and technical compliance globally.
Objective of the Trade Notice
The DGFT is undertaking a comprehensive mapping of Non-Tariff Measures (NTMs) that impact Indian exports. NTMs include certifications, testing requirements, inspections, audits, labeling norms, and other regulatory compliance conditions imposed by global markets. The goal is to create an actionable database that will help design support measures for exporters to meet these requirements effectively.
Key Information Requested
Exporters, Export Promotion Councils, Commodity Boards, and Industry Associations are urged to provide detailed information on NTMs and certification requirements. The data sought includes:
- Name and Nature of Certification/Testing/Inspection: Specify the type of compliance measure.
- Mandatory or Voluntary: Indicate whether the measure is compulsory or optional.
- Affected Sectors: Highlight the industries impacted by the measure.
- Cost and Validity: Provide approximate costs and the duration of validity for the certification/testing.
- Applicable Country/Region: Mention the geographical scope of the measure.
- Recognized Labs or Certifying Bodies: List the approved entities for compliance.
- Additional Compliance Challenges: Share any difficulties faced in meeting these requirements.
Submission Process
Stakeholders are required to submit their inputs within 7 days of the issuance of the notice. The information must be provided through the online form available at: https://forms.gle/9e1XmB2vLGftAhmt5.
Why This Matters
The creation of a robust database of NTMs is crucial for prioritizing certifications and compliance measures under the Export Promotion Mission. Non-submission of information may result in certain NTMs not being included in the database, potentially affecting future support measures for exporters. This initiative is designed to ensure that Indian exporters are equipped to meet global standards, thereby enhancing their competitiveness in international markets.
Call to Action for Exporters
Exporters and stakeholders must act promptly to contribute to this initiative. By sharing accurate and detailed information, they can ensure that their concerns and challenges are addressed in the development of support measures. This is an opportunity to shape the future of India’s export strategy and ensure that Indian products meet the highest global standards.
Conclusion
Trade Notice No. 18/2025-26 is a proactive step by the Government of India to strengthen the export ecosystem. By collaborating with exporters and industry stakeholders, the DGFT aims to build a comprehensive framework for technical compliance and quality enhancement. Exporters are encouraged to participate actively and contribute to this mission, ensuring that Indian exports continue to thrive in the global marketplace.
