Transforming India’s Rail Infrastructure: Key Projects Evaluated at 103rd NPG Meeting under PM GatiShakti
The 103rd meeting of the Network Planning Group (NPG) under the PM GatiShakti National Master Plan was held on November 28, 2025, in New Delhi. The meeting, chaired by the Joint Secretary of Logistics, Department for Promotion of Industry and Internal Trade (DPIIT), focused on evaluating three critical rail infrastructure projects proposed by the Ministry of Railways (MoR). These projects aim to enhance multimodal connectivity, improve logistics efficiency, and drive socio-economic growth across key regions in India.
PM GatiShakti: A Vision for Integrated Infrastructure
The PM GatiShakti initiative is a transformative approach to infrastructure development, emphasizing integrated multimodal connectivity, last-mile access to economic and social nodes, and a “Whole of Government” approach. Key Rail Projects Evaluated
1. Barbenda-Damrughutu Doubling and Damrughutu-Bokaro 3rd and 4th Line (West Bengal & Jharkhand)
This project involves the construction of a third and fourth railway line spanning 51.761 km across West Bengal and Jharkhand. The corridor serves as a vital freight route for major industrial establishments, including Bokaro Steel Plant, Tata Steel Limited, Dalmia Cement, and Hindustan Petroleum Corporation. The project includes the construction of major and minor bridges, road under bridges (RUBs), and upgrades to station yards. By enhancing freight mobility and reducing congestion, this initiative will support industrial growth and improve the reliability of the BBDA–DRGU–BKSC railway corridor.
2. Jamalpur-Munger-Sabdalpur Double Line with Ganga Bridge (Bihar)
The second project focuses on constructing a double railway line, a new bridge over the River Ganga, and a bypass alignment in Bihar. Spanning 15 km, this corridor connects North Bihar with southeastern Bihar and Jharkhand, passing through densely populated areas. The project will enhance connectivity to industrial hubs such as ITC Ltd., Sitakund Industrial Area, Jamalpur Railway Workshop, and Barauni Refinery. It is expected to boost economic and social development, reduce transportation costs, and improve the global competitiveness of Indian industries. Additionally, it will create significant employment opportunities during construction and operation.
3. 4th Line between Santragachi-Panskura-Kharagpur (West Bengal)
The third project involves the construction of a fourth railway line across 110.919 km in West Bengal, strengthening one of the region’s most vital corridors. This route currently handles substantial freight and passenger traffic, including essential commodities like food grains, coal, cement, and steel. The project includes upgrades to 30 station yards, construction of bridges, and road under bridges. With freight volumes expected to rise significantly, the expansion will ease congestion, enhance operational capacity, and ensure reliable movement of goods and passengers.
