DGFT Expands Gems & Jewellery Trade: Ahmedabad Airport Added for Personal Carriage Imports & Exports

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has issued Public Notice No. 33/2025-2026, dated 1st December 2025, announcing significant amendments to the Handbook of Procedures (HBP) 2023. ​ These changes pertain to the import and export of gems and jewellery parcels via personal carriage, expanding the list of permitted airports to include Ahmedabad. ​

Key Amendments in Paras 4.87(a) and 4.88 of HBP-2023:

  1. Export of Gems & Jewellery Parcels (Para 4.87(a)):
    • Previously, foreign-bound passengers could carry gems and jewellery parcels for export from EOU/SEZ units and DTA firms through airports in Delhi, Mumbai, Kolkata, Chennai, Coimbatore, Bangalore, Jaipur, Kochi, and Hyderabad. ​
    • The amendment now includes Ahmedabad Airport in the list of permitted airports for personal carriage of export parcels. ​ Export proceeds must continue to be realized through normal banking channels, and the procedure for personal carriage remains as prescribed by Customs. ​
  2. Import of Gems & Jewellery Parcels (Para 4.88):
    • Earlier, personal carriage of gems and jewellery import parcels by Indian importers or foreign nationals was allowed through airports in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, and Jaipur. ​
    • With the latest amendment, Ahmedabad Airport has been added to the list of airports where such imports are permitted. ​ The procedure for imports remains the same as for goods imported via air freight, with parcels brought to Customs for examination and release. ​ Clearance will follow the standard customs clearance process. ​
