The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has taken a significant step towards ensuring the quality and reliability of hand tools in India. On December 4, 2025, the government issued the Hand Tools (Quality Control) Order, 2025, under the Bureau of Indian Standards Act, 2016. This order aims to regulate the quality of hand tools manufactured and sold in India, ensuring they meet the prescribed standards for safety, durability, and performance. ​

Key Highlights of the Order:

  1. Implementation Timeline:
    • The order will come into effect on October 1, 2026, for general enterprises. ​
    • For small enterprises, the implementation date is January 1, 2027. ​
    • For micro enterprises, the implementation date is April 1, 2027. ​
  2. Mandatory Standard Mark: All hand tools listed in the order must conform to the relevant Indian Standards and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS). ​ This ensures that the tools meet the quality benchmarks set by BIS.
  3. Exemptions:
    • Goods manufactured domestically for export purposes are exempt from this order. ​
    • Manufacturers of hand tools are allowed to import up to 200 units per year for research and development purposes. ​ However, these imported goods cannot be sold commercially and must be disposed of as scrap after use. ​ Manufacturers are required to maintain detailed records of such imports. ​
  4. Certification and Enforcement: The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority for the hand tools specified in the order. ​
  5. Penalties for Non-Compliance: Any violation of the provisions of this order will attract penalties as per the Bureau of Indian Standards Act, 2016. ​

List of Hand Tools Covered:

The order specifies nine types of hand tools that must adhere to Indian Standards. These include:

  • Pipe Wrenches (General Purpose and Heavy Duty) ​
  • Open-Jaw Wrenches (Spanners) ​
  • Ring Wrenches (Spanners) ​
  • Single-ended Open-jaw Adjustable Wrenches ​
  • Chain Pipe Wrenches ​
  • Open Ended Slugging Wrenches (Spanners) ​
  • Ring Slugging Wrenches (Spanners) ​
  • Combination Side Cutting Pliers ​

The latest versions of Indian Standards, including amendments, will apply to these tools. ​
