The Government of India has introduced updated guidelines for the Import Management System (IMS) for restricted IT hardware, including laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers under HSN 8471. ​ These guidelines, issued by the Directorate General of Foreign Trade (DGFT) under Policy Circular No. 08/2025-26, are applicable for the calendar year 2026. Background

The import of IT hardware under HSN 8471 was classified as ‘Restricted’ through DGFT Notifications No. ​ 23/2023, 26/2023, and 38/2023. ​ To streamline the process, the DGFT implemented the Import Management System (IMS) for restricted IT hardware in 2025, as outlined in Policy Circular No. ​ 09/2024-25. The updated procedure for 2026 continues to build on this framework. ​

Key Guidelines for Import Management System (IMS) – 2026

  1. Application Process Importers must apply for Import Authorization through the DGFT website. ​ The application portal will be open from 22nd December 2025 to 15th December 2026. ​ This ensures a streamlined and transparent process for obtaining necessary permissions.
  2. Authorization Validity Any Import Authorization issued under IMS will remain valid until 31st December 2026, providing importers with sufficient time to complete their transactions. ​
  3. Multiple Applications Importers are allowed to submit multiple applications within the year, offering flexibility to meet their business needs. ​
  4. Amendments to Authorization ​ If amendments are required during the validity period of the Authorization, importers can submit their requests directly on the DGFT website. ​
  5. Mid-Term Review The Ministry of Electronics and Information Technology (MeitY) may conduct a mid-term review to provide updated inputs on IMS to DGFT, ensuring the system remains aligned with policy requirements. ​
  6. Policy Modifications DGFT reserves the right to amend, modify, suspend, or withdraw the procedures at any time based on policy requirements or government directives. ​

  4. For amendments, use the same portal during the validity period of your Authorization. ​
