DGFT Revises Import Policy for Umbrellas
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, has issued Notification No. 57/2025-26 dated February 5, 2026, announcing significant amendments to the import policy for umbrellas covered under Chapter 66 of Schedule-I (Import Policy) of ITC (HS) 2022. This notification revises the import policy and conditions for specific umbrella categories, aiming to regulate imports and promote domestic manufacturing.
Key Highlights of the Notification
- Revised Import Policy for Umbrellas:
- The import policy for umbrellas under ITC (HS) Codes 66019100 (Other Having a Telescopic Shaft) and 66019900 (Other: –Other) has been changed from “Free” to “Restricted.”
- However, imports under these codes will remain “Free” if the Cost, Insurance, and Freight (CIF) value is 100 and above per piece.
- Exemption from Minimum Import Price (MIP) Condition:
- The Minimum Import Price (MIP) condition will not apply to imports made by:
- Advance Authorisation holders
- Export Oriented Units (EOUs)
- Units in Special Economic Zones (SEZs)
- This exemption is subject to the condition that the imported items under these ITC (HS) Codes are not sold in the Domestic Tariff Area (DTA).
- The Minimum Import Price (MIP) condition will not apply to imports made by:
- Legal Framework:
- The amendment is made under the powers conferred by Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and in accordance with paragraphs 1.02 and 2.01 of the Foreign Trade Policy 2023.
Implications of the Notification
1. Regulation of Umbrella Imports:
The shift from “Free” to “Restricted” import policy for umbrellas under the specified HS codes indicates the government’s intent to regulate the import of these items. By imposing restrictions, the government aims to control the influx of low-cost imported umbrellas, which may be affecting domestic manufacturers.
2. Encouragement for High-Quality Imports:
The exemption for umbrellas with a CIF value of 100 and above per piece ensures that high-quality products can still be imported freely. This move is likely to encourage the import of premium umbrellas while discouraging the entry of cheaper, lower-quality alternatives.
3. Support for Domestic Manufacturing:
By restricting imports of lower-cost umbrellas, the government is providing an opportunity for domestic manufacturers to strengthen their market presence. This aligns with the “Make in India” initiative, which aims to boost local production and reduce dependency on imports.
4. Special Provisions for Specific Entities:
The exemption from the MIP condition for Advance Authorisation holders, EOUs, and SEZ units ensures that these entities can continue importing umbrellas without restrictions, provided they are not sold in the Domestic Tariff Area (DTA). This provision supports export-oriented businesses and ensures that they remain competitive in the global market.
