India’s Latest Wheat and Wheat Flour Export Guidelines
The Directorate General of Foreign Trade (DGFT) recently issued a series of notifications and public notices outlining the updated export policies for wheat and wheat flour products under the Foreign Trade Policy, 2023. These guidelines aim to regulate the export of wheat and wheat flour, ensuring food security while facilitating international trade. Here’s a detailed breakdown of the key points from the latest updates.
Overview of the Notifications
On February 24, 2026, the DGFT released two major notifications—Notification No. 61/2025-26 and Notification No. 62/2025-26—along with corresponding public notices. These documents provide clarity on the export policies for wheat and wheat flour products under HS Codes 10011900, 10019910, and 1101.
While the export of wheat and wheat flour remains “Prohibited” under the existing policy, the government has permitted limited exports of these commodities to meet specific requirements. The new guidelines allow the export of 25 Lakh Metric Tonnes (LMT) of wheat and an additional 5 LMT of wheat flour and related products, subject to strict modalities.
Key Highlights of the Wheat Export Policy
1. Export Authorization
Export of wheat under HS Codes 10011900 and 10019910 is permitted for a total quantity of 25 LMT. However, this is subject to the following conditions:
- Export is allowed only to meet food security needs of other countries based on requests from their governments.
- Exporters must obtain authorization from the DGFT through an online application process.
2. Submission of Applications
Applicants seeking export authorization must meet the following requirements:
- Applications must be submitted online via the DGFT portal (https://www.dgft.gov.in -> Services -> Export Management Systems -> License for Restricted Exports).
- Applications submitted through post or email will not be accepted.
- The application window is open for the first ten days of each month, starting from March 1, 2026, to March 10, 2026, until the allocated quota of 25 LMT is exhausted.
3. Required Documents
Applicants must provide the following documents:
- Past performance records for wheat exports, including data from the three financial years prior to 2022-2023.
- Copies of confirmed export orders or contracts available at the time of application.
- A valid certificate from a Chartered Accountant certifying the applicant’s overall export turnover for the preceding five financial years in INR.
4. Allocation Mechanism
The Special Exim Facilitation Committee (EFC), constituted by the DGFT, will oversee the allocation of export quotas. The committee will evaluate applications based on:
- The applicant’s previous export history.
- Availability of confirmed export orders or contracts at the time of application.
5. Reporting Requirements
Exporters allocated a quota must submit a landing certificate within 30 days of completing the export. This certificate must be sent to the Special EFC via email at sefc-wheatflour-dgft@gov.in. Additional documents may be requested by the committee as needed.
Key Highlights of the Wheat Flour Export Policy
1. Export Authorization
The export of wheat flour and related products under HS Code 1101 is permitted for an additional 5 LMT, over and above the 5 LMT already allowed under Notification No. 55/2025-26 dated January 16, 2026.
2. Submission of Applications
Similar to the wheat export policy, applications for wheat flour export authorization must be submitted online through the DGFT portal. The application window is open from March 1, 2026, to March 10, 2026, until the allocated quota of 5 LMT is exhausted.
3. Required Documents
Applicants must submit the following:
- Past performance records for wheat flour exports, including data from the three financial years prior to 2022-2023.
- Copies of confirmed export orders or contracts available at the time of application.
- A valid certificate from a Chartered Accountant certifying the applicant’s overall export turnover for the preceding five financial years in INR.
- A self-declaration stating that the wheat flour and related products will be exported using only domestic wheat and not imported wheat.
4. Allocation and Reallocation
The Special EFC will recommend allocations based on:
- The applicant’s previous export history.
- Availability of confirmed export orders or contracts at the time of application.
The Special EFC also has the authority to reallocate quotas from one Export Authorization holder to another based on periodic performance reviews.
5. Disqualification Criteria
Applications that fail to meet the following criteria will not be considered:
- Applications seeking exports for quantities less than 2,500 MT.
- Applications submitted via post or email instead of the DGFT portal.
- Applications containing misdeclarations.
- Applications submitted outside the specified window period.
Validity and Non-Transferability
Export Authorizations for both wheat and wheat flour are valid for six months from the date of issuance. Requests for extensions may be considered by the Special EFC on a case-by-case basis. Importantly, these authorizations are non-transferable and must be used exclusively by the IEC holder to whom they are issued.
