Dated: 23.03.2026

Government of India Revamps Mutual Credit Guarantee Scheme to Empower MSME Manufacturers and Exporters

In a significant move to bolster the Micro, Small, and Medium Enterprises (MSMEs) sector, the Ministry of Finance has announced modifications to the Mutual Credit Guarantee Scheme for MSMEs (MCGS-MSME). Launched in January 2025, the scheme aims to provide financial support to MSMEs for the purchase of machinery and equipment, thereby enhancing their competitiveness and contribution to the Indian economy. The recent changes, aligned with the Budget 2025-26, are designed to expand coverage, reduce compliance burdens, and offer targeted incentives to exporter MSMEs.

Key Features of the MCGS-MSME Scheme

The MCGS-MSME scheme provides 60% guarantee coverage through the National Credit Guarantee Trustee Company Limited (NCGTC) to Member Lending Institutions (MLIs). This coverage applies to credit facilities of up to β‚Ή100 crore sanctioned to eligible MSMEs for the purchase of machinery and equipment. The scheme is a vital financial tool for MSMEs, which contribute approximately 30% to India’s GDP, 45% to exports, and employ over 35 crore workers.

Modifications to the Scheme

Based on feedback from MSMEs and lending institutions, the government has introduced several modifications to the scheme. These changes aim to make the scheme more inclusive and beneficial for MSMEs across various sectors, including exporters. The key modifications are as follows:

  1. Upfront Contribution: The 5% upfront contribution required from MSMEs has been made refundable. Starting from the fourth year, 1% of the contribution will be refunded annually, subject to the satisfactory performance of the loan account.
  2. Expanded Eligibility: The scheme now includes service sector MSMEs, broadening its scope beyond manufacturing enterprises.
  3. Reduced Minimum Project Cost: The minimum cost of machinery or equipment required for eligibility has been reduced to 60% of the total project cost, down from the earlier 75%.
  4. Extended Guarantee Tenure: The guarantee tenure has been extended to 10 years, providing MSMEs with a longer period of financial security.

Special Provisions for Exporter MSMEs

Recognizing the critical role of MSMEs in India’s export sector, the government has introduced special provisions for exporter MSMEs under the modified scheme. These include:

  1. Eligibility Criteria: Exporter MSMEs must be profitable and have exported at least 25% of their sales turnover in each of the previous three financial years. They must also meet specific export realization conditions.
  2. Guaranteed Loan Amount: Exporter MSMEs can avail of loans up to β‚Ή20 crore under the scheme.
  3. Upfront Contribution: Exporter MSMEs are required to make a 2% upfront contribution of the loan amount, capped at β‚Ή40 lakh. This contribution is partially refundable, with 1% refunded in the fourth and fifth years of the guarantee period.
  4. Enhanced Guarantee Coverage: The scheme offers 75% guarantee coverage for the amount in default, providing greater financial security to exporter MSMEs.
  5. Reduced Guarantee Fee: Exporter MSMEs are exempt from paying a guarantee fee in the first year. From the second year onwards, the fee is set at a nominal 0.50% of the loan outstanding.

Impact of the Modifications

The modifications to the MCGS-MSME scheme are expected to have a transformative impact on the MSME sector. By facilitating increased access to credit for the purchase of machinery and equipment, the scheme will empower MSMEs to scale their operations, enhance productivity, and compete globally. The inclusion of service sector MSMEs and targeted incentives for exporters will further strengthen the sector’s contribution to India’s GDP and exports.

As India strives to achieve the vision of β€œViksit Bharat 2047,” a robust and sustainable MSME sector will play a pivotal role in driving economic growth, creating employment opportunities, and boosting exports. The government’s proactive approach in modifying the MCGS-MSME scheme underscores its commitment to supporting MSMEs and fostering a thriving entrepreneurial ecosystem.

Conclusion

The revised Mutual Credit Guarantee Scheme for MSMEs is a landmark initiative that addresses the financial challenges faced by MSMEs, particularly manufacturers and exporters. By reducing compliance burdens, expanding coverage, and offering targeted incentives, the scheme is set to unlock new growth opportunities for MSMEs and contribute significantly to India’s economic development.
