DGFT Announces 30-Day Export and Import Relaxation for Gem & Jewellery Sector
In response to the prevailing geopolitical developments affecting global trade and logistics, the Government of India has announced significant policy support and relaxation measures for the Gem & Jewellery sector. β These measures, outlined in Public Notice No. β 54/2025-26, dated March 30, 2026, aim to facilitate exporters and ensure smooth operations amidst challenging circumstances. β The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has introduced amendments to the Handbook of Procedures, 2023 (HBP-2023) under Chapter 4 of the Foreign Trade Policy (FTP-2023). β
Key Amendments and Provisions β
The amendments focus on extending export, re-export, and re-import periods for specific categories within the Gem & Jewellery sector. β Below are the detailed provisions:
- Extension of Re-export Period (Para 4.74(c) of HBP-2023) β
- As a one-time relaxation, the re-export period for cases expiring between March 1, 2026, and May 31, 2026, will be automatically extended by 30 days from the date of expiry. β
- This extension aims to provide relief to exporters facing logistical challenges due to geopolitical developments. β
- Extension of Export Period (Paras 4.76(c), 4.81(b), 4.82(b), and 4.83(c) of HBP-2023) β
- For cases where the export period is expiring between March 1, 2026, and May 31, 2026, the export period will be automatically extended by 30 days from the date of expiry. β
- This measure ensures exporters have additional time to fulfill their commitments without the need for additional applications or fees. β
- Extension of Re-import Period (Para 4.79(c)(i)(a) of HBP-2023) β
- Similarly, the re-import period for cases expiring between March 1, 2026, and May 31, 2026, will be automatically extended by 30 days from the date of expiry. β
- This provision is designed to support businesses in managing their operations effectively during uncertain times. β
Simplified Process for Availing Extensions β
To further ease the process for exporters and importers, the DGFT has clarified that no separate application, composition fee, amendment, or endorsement is required to avail of these extensions. β Customs authorities have been directed to permit export/import activities in accordance with these provisions, subject to necessary verification of relevant details. β
Impact of the Notification β
The notification is a proactive step by the Government of India to address the challenges faced by the Gem & Jewellery sector due to recent geopolitical developments in West Asia. β By extending the export/import periods for specific categories, the government aims to provide much-needed relief to exporters and importers, ensuring continuity in trade operations without additional administrative burdens.
Conclusion
The Gem & Jewellery sector is a vital contributor to India’s economy, and the recent policy support measures reflect the government’s commitment to safeguarding the interests of this industry. By extending export, re-export, and re-import periods, the DGFT has provided a lifeline to businesses navigating global uncertainties. β These measures are expected to bolster confidence among exporters and help maintain India’s position as a leading player in the global Gem & Jewellery market.
