Ensuring Compliance for Green Chilli and Drumstick Exports to the European Union

The Agricultural and Processed Food Products Export Development Authority (APEDA), under the Ministry of Commerce & Industry, Government of India, has issued an advisory to streamline the export of Green Chilli and Drumstick consignments to the European Union (EU). ​ This initiative aims to ensure compliance with EU regulations, enhance traceability, and maintain the quality of exported produce. ​

Veg.Net Portal: A Step Towards Efficient Monitoring ​

APEDA has developed the Veg.Net portal to facilitate stakeholders in monitoring, certification, and traceability of Green Chilli and Drumstick exports from India to the EU. ​ This portal serves as a centralized platform for managing all activities related to sampling, analysis, and certification of these vegetables. ​

Laboratory Recognition and Compliance ​

APEDA has recognized several laboratories across India for sampling and analysis of Green Chilli and Drumstick. ​ These laboratories are listed in Annexure-1 of the advisory and are located in states such as Gujarat, Karnataka, Maharashtra, Telangana, and Tamil Nadu. ​ Each laboratory has been accredited for a specific validity period, ensuring adherence to quality standards. ​

Sampling Requirements

To meet EU regulations, the following sampling guidelines must be followed:

  1. Trained Samplers: Only trained personnel are authorized to collect samples to ensure compliance with EU sampling requirements. ​
  2. Sample Weight: Each Green Chilli and Drumstick sample must have a minimum weight of 1 kg. ​ Drumstick samples should consist of at least 10 units. ​

Analysis Standards

Laboratories must analyze agrochemical molecules as per EU regulations and assess compliance using EU Maximum Residue Levels (MRLs). ​ The list of agrochemicals and their respective MRLs for Green Chilli and Drumstick is provided in Annexure-2.

Reporting and Certification

  • Laboratories are required to report measurement uncertainty along with the analysis results. ​
  • All activities, from sampling to the issuance of the certificate of analysis, must be conducted through the Veg.Net portal. ​
  • In cases where results are non-compliant, laboratories must report such instances to APEDA promptly. ​

Agrochemical Analysis for EU Compliance ​

The advisory includes detailed lists of agrochemicals that must be analyzed for Green Chilli and Drumstick exports to the EU. ​ These lists specify the MRLs (Maximum Residue Levels) for each agrochemical, ensuring that the exported produce meets stringent EU food safety standards. ​

Key Agrochemicals for Green Chilli ​

Some of the agrochemicals to be analyzed for Green Chilli include:

  • Abamectin: MRL of 0.03 mg/kg ​
  • Azoxystrobin: MRL of 3.00 mg/kg ​
  • Boscalid: MRL of 3.00 mg/kg ​
  • Glyphosate: MRL of 0.1 mg/kg ​

Key Agrochemicals for Drumstick ​

Some of the agrochemicals to be analyzed for Drumstick include:

  • Abamectin: MRL of 0.07 mg/kg ​
  • Azoxystrobin: MRL of 3.00 mg/kg ​
  • Copper Compounds: MRL of 20.00 mg/kg
  • Fluopyram: MRL of 3.00 mg/kg ​

For both vegetables, the EU has set specific MRLs for hundreds of agrochemicals, including pesticides, fungicides, and other residues. These limits are crucial for ensuring the safety and quality of the produce. ​

Recognized Laboratories

APEDA has listed 33 laboratories across India for sampling and analysis of Green Chilli and Drumstick. These laboratories are equipped to perform the required tests and issue certificates of analysis. Some of the recognized laboratories include:

  • Eureka Analytical Services Private Limited (Gujarat) ​
  • ALS Testing Services India Private Limited (Karnataka) ​
  • ABC Techno Labs India Private Limited (Maharashtra and Tamil Nadu) ​
  • Vimta Labs Limited (Telangana and Maharashtra) ​
  • Bureau Veritas India Pvt. ​ Ltd (Maharashtra and Tamil Nadu) ​

Importance of Compliance ​

Compliance with EU regulations is critical for ensuring the acceptance of Indian agricultural exports in the European market. ​ Non-compliance can lead to rejection of consignments, financial losses, and damage to India’s reputation as a reliable exporter. By adhering to APEDA’s guidelines and utilizing the Veg.Net portal, exporters can ensure that their produce meets the required standards. ​
