DGFT

Dated: 12.05.2026

The Government of India has issued a significant amendment to Appendix 2B of the Foreign Trade Policy (FTP) 2023, specifically targeting the list of agencies authorized to issue Certificates of Origin (CoO) for preferential trade agreements. This update is crucial for exporters and stakeholders involved in trade between India and the United Kingdom under the Comprehensive Economic and Trade Agreement (India-UK CETA).

Key Highlights of the Amendment

  1. Purpose of the Amendment
    • The amendment expands the list of agencies authorized to issue Certificates of Origin for products exported under the India-UK CETA.
    • It ensures that exporters can obtain CoO from specialized agencies, streamlining the process and enhancing compliance with trade requirements.
  2. Authorized Agencies and Their Assigned Products
    • The amendment specifies which agencies are responsible for issuing CoO for different product categories:
      1. Directorate General of Foreign Trade (DGFT) and its regional offices
        • Assigned Products: All products (AII products)
      2. Export Inspection Council and Export Inspection Agencies
        • Assigned Products: All products (All products)
      3. Agricultural and Processed Food Products Export Development Authority (APEDA)
        • Assigned Products: Agricultural products
      4. Marine Products Export Development Authority and regional offices
        • Assigned Products: Marine products
      5. Central Silk Board and regional offices
        • Assigned Products: Silk products
      6. Coir Board
        • Assigned Products: Coir and coir products
  3. Implications for Exporters
    • Exporters can now approach the relevant agency based on their product type to obtain a Certificate of Origin for shipments to the UK.
    • This targeted approach reduces delays and ensures that certificates are issued by agencies with domain expertise.

Why Certificates of Origin Matter

Certificates of Origin are essential documents in international trade, certifying that goods exported are produced, manufactured, or processed in a particular country. Under preferential trade agreements like India-UK CETA, these certificates enable exporters to benefit from reduced tariffs and other trade advantages.

How to Obtain a Certificate of Origin

  1. Identify the Correct Agency
    • Match your product category with the agency listed in the amendment.
  2. Submit Required Documentation
    • Prepare export documents and application forms as per agency guidelines.
  3. Receive the Certificate
    • Upon verification, the agency will issue the Certificate of Origin, enabling you to claim preferential treatment under India-UK CETA.

Conclusion

This amendment to Appendix 2B of the Foreign Trade Policy 2023 is a strategic move to facilitate smoother trade between India and the UK. By designating specialized agencies for different product categories, the government aims to enhance efficiency, compliance, and benefits for Indian exporters under the India-UK Comprehensive Economic and Trade Agreement.
