Clarifications and Amendments to Interest Subvention Support for Export Credit under Indiaβs Export Promotion Mission
The Government of India, through the Directorate General of Foreign Trade (DGFT), has issued Trade Notice No. 03/2026-27 to address operational challenges and provide clarifications regarding the Interest Subvention Support for Pre- and Post-Shipment Export Credit under the Export Promotion Mission (EPM) – Niryat Protsahan. This article details the key points, amendments, and implications for exporters and lending institutions.
Background
Interest Subvention Support is a government initiative aimed at reducing the cost of export credit for Indian exporters. The scheme covers both pre-shipment and post-shipment credit, making it easier for exporters to access affordable financing. Recent guidelines were issued through several trade notices, but practical difficulties have emerged during implementation, especially concerning the Unique Identification Number (UIN) generation process.
Operational Challenges Identified
During the initial rollout, industry stakeholders reported several issues:
- Multiple Lending Institutions Onboarding
- The scheme required coordination among various banks and financial institutions, leading to delays and inconsistencies.
- Development of Internal Banking Workflows
- Banks needed to update their internal processes to accommodate UIN validation and claim processing, which was not uniformly implemented.
- Technical Alignment for UIN Validation
- Technical systems across banks had to be aligned, causing operational bottlenecks.
- Specific Industry Problems
- UDIN (Unique Document Identification Number) was generated under the previous IES Scheme, but credit was disbursed after 02.01.2026.
- Credit was disbursed after 02.01.2026, but UIN generation was not completed before disbursal.
Amendments and Clarifications Issued
To address these challenges and promote ease of doing business, the DGFT has issued the following amendments:
- Window for UIN Generation
- Firms can now generate a UIN for credits disbursed in FY 2025-26 (on or after 02.01.2026) using the erstwhile UDIN.
- Entities that received loans under EPM on or after 02.01.2026, but did not complete UIN generation prior to disbursal, are also eligible to generate UIN retroactively.
- Uniform Implementation Across Banks
- These amendments aim to standardize the process and ensure all banks follow the same procedures, reducing confusion and delays.
- Ease of Doing Business
- The changes are designed to simplify compliance for exporters and lending institutions, ensuring smoother claim processing and validation.
Implications for Exporters and Banks
- Exporters: Can benefit from a more flexible UIN generation process, ensuring they do not miss out on interest subvention support due to procedural delays.
- Banks: Must update their workflows to accommodate the new guidelines and ensure timely UIN generation and claim processing.
Conclusion
The DGFT’s amendments provide much-needed relief and clarity for exporters and banks participating in the Export Promotion Mission. By allowing retroactive UIN generation and standardizing procedures, the government is reinforcing its commitment to supporting Indian exports and facilitating ease of business.
