Electronic Issuance of Preferential Certificate of Origin under India-Oman CEPA
The Government of India has announced a significant advancement in trade facilitation with the launch of electronic filing and issuance of Preferential Certificates of Origin (CoO) under the India-Oman Comprehensive Economic Partnership Agreement (CEPA), effective from June 1, 2026. This initiative streamlines export procedures and enhances transparency for Indian exporters trading with Oman.
What is the India-Oman CEPA?
The India-Oman CEPA is a bilateral trade agreement designed to promote economic cooperation and preferential market access between India and Oman. Under this agreement, Indian exporters can benefit from reduced tariffs and other trade advantages, provided they present a valid Preferential Certificate of Origin.
Introduction of Electronic Certificates of Origin (eCOO)
With the implementation of the India-Oman CEPA, the process for obtaining a Preferential CoO has been digitized. Exporters can now apply for and receive their eCOO through the Trade Connect ePlatform (www.trade.gov.in), which serves as the unified digital portal for all electronic Certificates of Origin for Indian exports.
Key Features of the eCOO System
- Unified Digital Platform
- All applications and issuances are managed through the Trade Connect ePlatform, ensuring a streamlined and paperless process.
- Agreement-Specific Application
- Exporters must select “India Oman CEPA (Agency Issued)” when applying for a CoO related to this agreement.
- Authorised Agencies
- A list of designated agencies, as notified under the agreement, will be available for applicants to choose from during the application process.
- Secure Electronic Copy
- Upon approval, the system generates an electronic copy of the eCOO featuring a QR code, digital signature, the issuing officerβs signature image, and the agencyβs stamp.
- This electronic document can be downloaded and used by the exporter for customs clearance and other trade-related purposes.
Step-by-Step Process for Exporters
- Access the Trade Connect ePlatform
- Visit www.trade.gov.in and navigate to the “Certificate of Origin” service.
- Select the Appropriate Agreement
- Choose “India Oman CEPA (Agency Issued)” from the list of available agreements.
- Choose an Authorised Agency
- Select from the notified list of agencies empowered to issue the eCOO.
- Submit Application
- Complete the application form with all required details and supporting documents.
- Approval and Issuance
- Once the authorised agency reviews and approves the application, an electronic copy of the CoO is generated.
- Download and Use
- Download the eCOO, which includes all necessary digital authentication features, for use in export documentation.
