DGFT Initiates Review and Re-allocation of Wheat Flour Export Quotas: Guidelines for Exporters
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, has issued Trade Notice No. 10/2026-27 dated July 1, 2026, outlining the latest procedures for the review and re-allocation of wheat flour export quotas. This article provides a comprehensive overview of the notice, its implications for exporters, and the steps required for compliance.
Background
Following earlier Public Notices (No. 44/2025-26 and No. 48/2025-26), the DGFT had allocated export quotas for wheat flour and related products. With the export cycle progressing, the authorities are now reviewing the utilization of these quotas to ensure optimal use and fair distribution among eligible exporters.
Key Requirements for Exporters
All exporters who received authorization to export wheat flour and related items must comply with the following:
- Submission of Utilization Certificate
- Exporters must provide a Utilization Certificate issued by a Chartered Accountant.
- The certificate should detail the quantity exported against the allocated authorization up to June 30, 2026, including Shipping Bill details.
- Request for Additional Quantity or Surrender of Quota
- Exporters needing more quota or wishing to surrender unused quota must submit:
- Justification for the request or surrender.
- Copies of valid export contracts or purchase orders, if available.
- Exporters needing more quota or wishing to surrender unused quota must submit:
- Submission Deadline and Process
- All required documents must be submitted by July 10, 2026 via email to sefc-wheatflour-dgft@gov.in.
- For additional quantity requests, exporters must also file an amendment application on the DGFT online portal, attaching all relevant documents.
- Late or incomplete submissions will be rejected.
Criteria for Re-allocation
The DGFT has set clear guidelines for re-allocation:
- More than 50% Utilization:
- Authorizations where over half of the allocated quota has been used may be considered for further allocation.
- Less than 50% Utilization:
- Unutilized quota may be transferred to a common pool for redistribution unless valid export contracts or purchase orders are provided.
- Common Pool Allocation:
- The DG, DGFT will allocate from the common pool based on the documents submitted by firms.
Consequences of Non-Compliance
Failure to submit the required information by the deadline may result in:
- Reallocation of the unutilized quota to other exporters.
- Potential barring from future restricted export authorizations.
DGFT’s Discretion
The DGFT reserves the right to modify the distribution and allocation process based on the applications received and prevailing circumstances.

- Submit all required information by July 10, 2026, via the specified email.
- For additional quota requests, ensure the online portal application is completed with all attachments.
