The Government of India has announced significant amendments to its trade policy, introducing new Tariff Rate Quotas (TRQs) under the India-Oman Comprehensive Economic Partnership Agreement (CEPA).

These changes, effective from the 2026-27 financial year, are designed to facilitate smoother trade flows and provide preferential access for select goods imported from Oman. Below is a detailed overview of the key provisions, eligible products, and step-by-step procedures for importers.

Key Highlights of the Amendments

  1. Introduction of TRQs under India-Oman CEPA
    • The Directorate General of Foreign Trade (DGFT) has amended Para 2.92 and Appendix-2A of the Handbook of Procedure 2023.
    • TRQs allow specified quantities of goods to be imported at reduced or zero tariffs, beyond which higher tariffs apply.
  2. Eligible Products and Quotas
    • The amendments specify a wide range of products eligible for TRQs, including agricultural goods, minerals, chemicals, plastics, metals, and more.
    • Each product is identified by its HS Code, description, Most Favoured Nation (MFN) tariff rate, and the specific TRQ modality (quota, phased reduction, minimum import price, etc.).

Step-by-Step Import Procedure Under TRQ

  1. Application Submission
    • All TRQ applications must be submitted online via the DGFT website (https://dgft.gov.in) under the Import Management System.
    • Applications require payment of the requisite fee.
    • For annual allocations (FY 2027-28 onwards), applications must be filed by 28th February of the preceding financial year.
    • For FY 2026-27, a separate notice will announce the application window and allocation method (pro-rata for the remaining year).
  2. Documentation Required
    • Importers must provide a Certificate of Origin issued by the competent authority in Oman at the time of customs clearance.
    • TRQ authorisation will include: importer’s name and address, Importer-Exporter Code (IEC), customs notification number, tariff item, quantity, and validity period.
  3. Authorisation and Customs Clearance
    • TRQ authorisations are issued electronically by DGFT and transmitted to the Indian Customs Electronic Data Interchange System (ICES).
    • Imports are permitted only after electronic debit of the authorised quantity in ICES.
    • TRQ authorisations are valid for up to 12 months or until the end of the financial year, whichever is earlier.
  4. Validity and Compliance
    • Imports must be completed within the validity period of the TRQ authorisation.
    • All procedures will be incorporated as Annexure VIII to Appendix 2A of the Handbook of Procedures 2023.

Additional Notes

  • Imports are subject to relevant Ministry of Finance notifications and any subsequent amendments.
  • The financial year for these imports is from 1st April to 31st March.
