Smartphone Screen Protectors Brought Under BIS Compulsory Registration; IS 19348:2025 Compliance Mandatory From April 1, 2027
The Ministry of Electronics and Information Technology (MeitY) has brought screen protectors for smartphones within the ambit of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, requiring conformity with the newly specified Indian Standard IS 19348:2025 β Glass Screen Protector β Specification from 1 April 2027.
The amendment has been notified through S.O. 5190(E) dated 21 September 2026, issued by the Central Government under Sections 16(1), 16(2) read with Section 25(3) of the Bureau of Indian Standards Act, 2016.
Smartphone Screen Protectors Added to Compulsory Registration Order
The notification adds a new entry at Serial No. 66 to the Schedule of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.
The newly added product-standard combination is:
| Particular | Requirement |
| Serial No. | 66 |
| Goods/Article | Screen Protectors for Smartphones |
| Indian Standard | IS 19348:2025 |
| Title of Standard | Glass Screen Protector β Specification |
| Compliance Date | 1 April 2027 |
The Gazette expressly identifies βScreen Protectors for smartphonesβ against IS 19348:2025, titled βGlass Screen Protector β Specification.β
Compliance Becomes Effective From April 1, 2027
- The notification does not make the requirement immediately operative.
- MeitY has specifically provided that the provisions of the 2021 Compulsory Registration Order will apply to the newly added goods for conformity with the corresponding Indian Standard with effect from 1 April 2027.
- This gives manufacturers, importers and other affected businesses a transition period to assess the applicability of the new requirement and prepare for compliance before the effective date.
What Does IS 19348:2025 Cover?
For purposes of this notification, the relevant Indian Standard is expressly identified as:
IS 19348:2025 β Glass Screen Protector β Specification.
- The Gazette notification itself does not reproduce the technical requirements, testing parameters or conformity-assessment procedures contained in IS 19348:2025. Accordingly, the precise technical specifications and tests applicable to a particular product would need to be determined from the text of the Indian Standard and the applicable BIS registration framework.
- This distinction is important for businesses dealing in different kinds of smartphone protective films or screen-protection products. The notification describes the goods as βScreen Protectors for smartphones,β while the corresponding Indian Standard is titled βGlass Screen Protector β Specification.β Product applicability should therefore be assessed against the scope and technical coverage of IS 19348:2025 rather than assumed solely from a commercial product description.
Legal Basis Under the BIS Act, 2016
- S.O. 5190(E) has been issued by the Central Government by exercising powers under Section 16(1) and Section 16(2), read with Section 25(3), of the Bureau of Indian Standards Act, 2016.
- The amendment forms part of the regulatory framework established through the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.
- The principal 2021 Order was originally published through S.O. 1248(E) dated 18 March 2021 and has subsequently undergone several amendments. The present notification further expands its Schedule by introducing smartphone screen protectors at Serial No. 66.
Impact on Manufacturers and Importers
- The amendment is particularly relevant to domestic manufacturers, foreign manufacturers, importers, distributors and businesses dealing in smartphone screen protectors.
- Businesses should use the transition period before 1 April 2027 to determine whether their products fall within the notified category, examine the scope of IS 19348:2025, assess applicable testing and registration requirements, and align procurement and import planning with the new compliance date.
- For imported goods in particular, the notification has potential implications for Customs clearance after the effective date where the imported product falls within the notified category. However, the Gazette notification itself does not specify an HSN classification or Customs procedure; those aspects should therefore be separately assessed rather than inferred from S.O. 5190(E).
No HSN Code Specified in the Notification
- Importers should note that S.O. 5190(E) does not prescribe any HSN/Customs Tariff Heading for smartphone screen protectors. The notification identifies the regulated product through its description and corresponding Indian Standard.
- Consequently, the Customs classification of a particular screen protector must be determined independently under the Customs Tariff Act, 1975, based on its material, composition and characteristics.
Key Compliance Timeline
- 21 September 2026: MeitY issues S.O. 5190(E).
- 1 April 2027: Provisions of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 become applicable to the newly added smartphone screen protectors for conformity with IS 19348:2025.
Key Takeaway
The notification represents an important new compliance development for India’s smartphone accessories industry. Screen protectors for smartphones have now been expressly added to the Schedule of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, against IS 19348:2025.
The requirement becomes effective on 1 April 2027, giving affected manufacturers and importers approximately six months to prepare for the new regulatory framework. Businesses should pay particular attention to the precise scope of IS 19348:2025, because the notification itself does not provide technical parameters, HSN codes or product-specific exclusions.
