New BIS QCO Deadlines Announced for PP and HDPE Woven Sacks
The Central Government has notified three important amendments to the Quality Control Orders (QCOs) applicable to HDPE/PP woven sacks used for packaging 50 kg cement and for mail sorting, storage, transport and distribution.
The amendments were issued by the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, through Gazette notifications dated 6 October 2026. They have been issued in exercise of the powers under Section 16 read with Section 17 and Section 25(3) of the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards (BIS).
The notifications are significant for manufacturers, importers, cement companies, packaging suppliers and other businesses dealing in the covered woven sacks because they revise the dates from which the respective mandatory quality-control requirements become operational.
Three Quality Control Orders Amended
The Gazette dated 6 October 2026 contains three separate amendment orders:

- Thus, while two categories have been given time until January 2027, the QCO concerning PP woven, laminated, block bottom valve sacks for packaging 50 kg cement is scheduled to become effective substantially earlier, on 6 November 2026.
1. HDPE/PP Woven Sacks for Packaging of 50 kg Cement β Effective from 6 January 2027
- Through S.O. 5478(E), the Central Government has issued the Textiles β High Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Second Amendment Order, 2026.
The amendment substitutes paragraph 1(2) of the 2023 QCO and expressly provides:
- βIt shall come into force on the 6th day of January, 2027.β
- Accordingly, the operative date of the underlying Quality Control Order has now been fixed as 6 January 2027.
- The original QCO was notified through S.O. 5178(E) dated 6 December 2023. The Gazette records that it was subsequently amended through notifications issued in June 2024, September 2024, December 2024, June 2025, September 2025 and January 2026.
Compliance Impact
Manufacturers and businesses dealing with HDPE/PP woven sacks intended specifically for packaging 50 kg cement should therefore treat 6 January 2027 as the revised regulatory milestone for implementation of this QCO.
2. PP Woven, Laminated, Block Bottom Valve Sacks β Effective from 6 November 2026
- The second notification, S.O. 5479(E), relates specifically to Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement.
- The notification is titled the Textiles β Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement (Quality Control) Second Amendment Order, 2026.
- Importantly, this category has a different implementation date.
The amended provision states that the QCO:
- βshall come into force on the 6th day of November, 2026.β
- Therefore, businesses dealing with this particular category of cement packaging have only a relatively short transition period following the notification dated 6 October 2026.
- The underlying QCO was originally issued through S.O. 5179(E) dated 6 December 2023, followed by several amendments between 2024 and 2026.
A Critical Distinction for Industry
Businesses should take particular care not to treat all cement-sack QCOs as having the same implementation date.
There is a clear distinction between:

and
PP woven, laminated, block bottom valve sacks for packaging 50 kg cement β 6 November 2026.
- The product construction and description under the applicable QCO therefore become important when determining the relevant compliance deadline.
3. PP/HDPE Laminated Woven Sacks for Mail Handling β Effective from 6 January 2027
- The third amendment has been issued through S.O. 5480(E).
- It concerns the Textiles β Polypropylene (PP)/High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution (Quality Control) Order, 2023.
The Second Amendment Order substitutes paragraph 1(2) and provides that the QCO shall come into force on:
6 January 2027.
- The underlying order was originally notified through S.O. 5181(E) dated 6 December 2023, and the Gazette records a series of subsequent amendments extending through January 2026.
Legal Basis of the Amendments
All three amendments have been issued under the Bureau of Indian Standards Act, 2016.
The notifications specifically invoke:
- Section 16 read with Section 17 and Section 25(3) of the BIS Act, 2016.
- The Government has recorded that the amendments have been made after consultation with BIS and on being satisfied that such action is necessary or expedient in the public interest.
- This statutory framework is important because a QCO converts compliance with the prescribed Indian Standard from what may otherwise be a voluntary standardisation framework into a mandatory regulatory requirement for the products falling within the scope of the relevant order.
What Should Manufacturers and Importers Do Now?
The amendments provide additional transition time for certain products, but businesses should not interpret the revised implementation dates as a reason to defer compliance preparations.
Manufacturers, importers, suppliers and users of the concerned packaging materials should use the intervening period to:
- correctly identify the particular product category and QCO applicable to their goods;
- examine the applicable Indian Standard and technical specifications;
- assess BIS certification/licensing requirements applicable to domestic and foreign manufacturers;
- review existing procurement and supply contracts;
- identify imported consignments likely to arrive around or after the respective implementation dates;
- review purchase orders, Bills of Lading, manufacturing schedules and expected customs-clearance dates;
- ensure that suppliers are capable of meeting the mandatory BIS requirements before the QCO becomes effective; and
- avoid assuming that the 6 January 2027 deadline applies to all categories of cement packaging sacks.
For importers in particular, the distinction between shipment date, date of import/arrival and customs clearance can become commercially significant when a QCO comes into force while goods are already under manufacture or in transit. Businesses planning imports close to the implementation date should therefore undertake a shipment-specific regulatory assessment rather than relying solely upon the date of the purchase order or commercial invoice.
Industry Significance
- The latest amendments form part of the Government’s continuing implementation of mandatory product-quality regulation through the BIS/QCO framework.
- For the cement and packaging industries, the notifications are particularly significant because woven HDPE and PP sacks are extensively used in bulk industrial packaging. Compliance requirements can consequently affect not merely sack manufacturers but the wider supply chain comprising polymer processors, packaging manufacturers, cement producers, importers, overseas suppliers, distributors and institutional purchasers.
- The repeated amendments to the original 2023 Orders also demonstrate the importance of tracking the latest amendment notification rather than relying only upon the commencement date appearing in the original QCO.
- A company may possess the original 2023 notification but still arrive at an incorrect compliance date unless the subsequent amendments are examined.
