PP Woven Cement Sack Quality Order Deferred Until January 2027

Dated: 06.11.2026

India’s Ministry of Chemicals and Fertilizers has deferred the effective date of the quality-control requirements for polypropylene (PP) woven, laminated, block-bottom valve sacks used to package 50 kg cement. The amended order will now take effect on 6 January 2027.

What the amendment does

Issued on 4 November 2026, the Textilesβ€”Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement (Quality Control) Third Amendment Order, 2026 changes only the commencement date of the underlying 2023 Quality Control Order.

The amendment substitutes the earlier implementation provision with a new date: 6 January 2027. It becomes legally operative upon publication in the Official Gazette.

Products covered

The order applies to polypropylene woven, laminated, block-bottom valve sacks designed for packaging 50 kg cement. These sacks are commonly used across the cement supply chain because their construction supports high-volume packing, handling, transport and storage.

Regulatory basis

The Central Government issued the amendment under the Bureau of Indian Standards Act, 2016, using powers under sections 16, 17 and section 25(3). The Ministry states that the change was made in the public interest after consultation with the Bureau of Indian Standards (BIS).

Practical implication for industry

Manufacturers, importers, cement producers and other businesses using the covered sacks have additional time before the Quality Control Order becomes enforceable. The revised deadline gives affected parties until 6 January 2027 to align relevant products and supply arrangements with the applicable quality-control framework.

Key dates at a glance

  • 4 November 2026: Third Amendment Order issued in New Delhi.
  • Official Gazette publication date: Amendment enters into force.
  • 6 January 2027: Revised commencement date for the 2023 Quality Control Order.

This is a timing amendment: it postpones implementation of the quality-control order rather than changing the product category identified in the regulation.
