India’s Revised Import Management System for Restricted IT Hardware in 2025
The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India, has issued Policy Circular No. 09/2024-25 on December 11, 2024, outlining the Import Management System (IMS) for restricted IT hardware imports for the calendar year 2025.
Background & Regulatory Framework:
- The import of laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers under HSN 8471 was restricted as per DGFT Notification No. 23/2023 (dated August 3, 2023), Notification No. 26/2023 (dated August 4, 2023), and Notification No. 38/2023 (dated October 19, 2023).
- Previously, Policy Circular No. 06/2023-24 (dated October 19, 2023) established procedural guidelines, which were later extended until December 31, 2024, through Policy Circular No. 07/2024-25 (dated September 24, 2024).
Key Provisions of the Import Management System (IMS) for 2025:
- Import Authorization Requirement:
- Importers must apply for Import Authorization under IMS via the DGFT website.
- Import of restricted IT hardware will only be allowed through this system.
2. Application Window:
- The IMS portal will be open from December 13, 2024, to December 15, 2025.
3. Authorization Validity:
- Any Import Authorization issued in 2025 will remain valid until December 31, 2025.
4. Multiple Applications Allowed:
- Importers can submit multiple applications for import authorization throughout the year.
5. Amendment Requests:
- If any modifications are required during the validity period, importers can submit amendment requests via the DGFT website.
6. Implementation & Compliance:
- This circular reinforces the governmentβs regulatory control over IT hardware imports while ensuring that importers have a structured and transparent process for obtaining approvals.
