QCO Extended timelines for MSME applies only on domestic manufacturer and not Importers

The Office of the Principal Commissioner of Customs, Mundra, Kutch, Gujarat, issued Alert Notice 02/2025 regarding the applicability of Quality Control Orders (QCOs) on imports.

Key Points:

  1. QCO Requirement:
  • The Department for Promotion of Industry and Internal Trade (DPIIT) issues QCOs mandating that specified imported goods conform to Indian Standards.
  • The Bureau of Indian Standards (BIS) is responsible for certifying and enforcing compliance.

2. Relaxation for Micro & Small Enterprises (MSEs) Not Applicable to Imports:

  • Some QCOs grant extended timelines for Micro and Small Enterprises (MSEs) to comply with BIS standards.
  • However, DPIIT clarified that such relaxations apply only to obtaining BIS licenses under the Conformity Assessment Rules and do not extend to imports.
  • All enterprises, including MSEs, must comply with QCOs from the date of implementation.

3. Customs Enforcement:

  • Customs officers in the Docks Section and Import Assessment Section have been instructed to ensure that goods not complying with QCOs are not imported.
